Region V Inspection Activities Related to the Diablo Canyon ~

Reverification Program -

The purpose of this memo is to revise and describe the scope and responsibilities of Region V Inspection activities related to the Diablo Canyon Design Verification Program.

.on August This matter was discussed during the Region 5/NRR Staff meeting 31, 1982, and was previously dealt with in T. W. Bishop's memo of May 10, 1982, J. L. Crews' memo of May 11, 1982 and F. J. Miraglia's memo of June 16, 1982. The major change in inspection activities relates to the area of examination and verification of technical adequacy of procedures and ongoing work activities which will be assumed by the NRR staff. The Region 5 inspection activities are described below. .

1. Verification of Independence for Technical Reviewers Examinations are based on the irxlependence criteria quantified in Chairman Palladino's letter to Conare m en ottincer and Dinge]l as well as the approved program plan for Phase I of the IDVP which contains the procedure for Teledyne to assure independence and to complete the "inde reviewer'pendence statements". Examinations of selected technical s " independence statements"; selective examination of employment records and resumes to confirm " independence statements"; selective interviews with technical reviewers to confirm, " independence statements" are condur:ted to assess the reviewer's independence and freedom to fully explore concerns.

Examination of Implementing Procedures for Controlling Work Activities-As directed by NRR assist in the examination of selected procedures to verify consistency with the approved Phase I program plan and PG&E/

Bechtel Quality Assurance Program. These examinations could also verify that appropriately' approved procedures'have been developed to control exchange of information between PG&E/Bechtel and the IDVP organizations, to track identified issues, and to complete appropriate modifications.

3. Examination of Implementation of Procedures for Activity and Program Control As directed by NRR assist in the examination of selected IOVP and PG&E/Bechtel Internal Technical Program (ITP) documentation to verify that program actions are performed in accordance with appropriate procedures, plans, and connitments. Auditing of records and interview of appropriate personnel would also be conducted as directed by NRR to verify implementation and awareness of procedural requirements. -

4.- Examination of Plant Modifications

r. Verification that plant modifications are accomplished in accordance I with-approved design documcats and in accordance with established quality reqeirements. Examination shall involve a large percentage of-field modifications and shall include physical inspection of the modification and examination of, quality related records.
