Attached is the Teledyne Engirieering Services (TES) submittal, dated April 2, -

1982, of the TES Phase I P'rogram Management Plan (the plan) for the Independent Design Verification Program (IDVP) for Diablo Canyon Unit 1. The plan was 1'

submitted in response to the staff requests, expressed at the March 25, 1982 meet ~ing," for a single TES document with the following objectives: (1) consolid'a te, l as appropriate, the earlier program plans submitted by PG8E, dated December 4, '

1981;~ R. L. Cloud Associates, dated March 1, 1982; and TES, dated March 8, 1982; (2) include the additional elements identified at the Comission meeting on March 4,1982 (see SECY-82-89 dated. March 1,1982, transcript of Commission meeting, memo from S. Chilk to W. Dircks dated March 8,1982);' and (3) address issues and include TES comitments identified during the meetings on February 3, -

i and March 25, 1982. Of particular concern to the staff is the QA program and j its implementation by TES and subcontractors to th.e IDVP activities themselves.

,W e request that your staff review the attached TES plan for the IDVP to assure ~

that this consolidated 'and updated document meets the three staff objectives .

' identified above. Since the earlier PG8E version of the program plan, with ~

recomedded staff modift:ations as described in SECY 82-89, has already been approved by the Commissic,n and since most of the activities described in the .

. plan have been in progress for ~some time (and are near conpletion in some j

cases) it is important that the _ staff perform this review without delay. To r expedite the review we have provided advance copies of the program plan to your principal staff that has participated in the Diablo Canyon design verification -

effort to date. . -

We request that your staff provide ~ us with' the results of the review by April 19, i 1982. Imediately thereafter we will infonn H. Denton, by memo, of our conclusions l and recommendations, including a letter to PG8E and TES informing them of ~

our review results and need for additional infonnation, if any. ,
