2-1 Loss of Public Confidence f IThe failure of the licensee,to adequately control seismic design activities as ' evidenced by the large number of findings to date, has resulted in a significant loss of.public confidence in the licensee's and the NRC's credibility and ability to assure the safety of the Diablo Canyon plant.

The added assurance provided by an independent review of the construction j ,, QA controls may restore some confidence in this area. --.
