FEMA STATEMENT OF POSITION REGARDING BRIDGET LITTLE ROREM CONTENTION 1(a) 1 The testimony of Gordon Wenger will address two issues raised by Bridget Little Rorem Contention 1(a), these are, (1) the adequacy of the information brochure which is the vehicle for disseminating the i

infomation called for in the Contention and (2) the adequacy of the plan for its dissemination (the public information program).
1. The Brochure The public information brochure which Comonwealth Edison proposes l to disseminate explains thr principles behind the operation of a nuclear power plant and points out that there 1s some risk of the escape of waste products which emit radiation. It also explains the effects of different levels of radiation on the human body. The section of the l brochure on radiation points out that radiation levels at the nuclear l power plant are monitored constantly, that even more detailed readings would be taken in the event of an emergency, and that plans for evacua-tion or sheltering the public would be put into effect if radiation  !

exposures exceed a predetermined level.  !

, Section 1 of the brochure explains that, in an emergency, the responsible officials may direct people to stay indoors or to evacuate.

Section 2 provides directions for the safety of the reader in an emer-gency which does not require evacuation. Section 3 gives instructions for an evacuation. There is a map in the center of the brochure (Section 4) which shows evacuation routes. In addition, a panel to the right of the map lists the principal evacuation routes and preplanned destinations, the same panel lists the radio stations which will

. provide turther information and instructions. The information provided in the brochure is clear, concise, and easy to find.

Section 9 of the brochure contains clear instructions for the reader to inform public officials of special medical or transportation needs or need to be alerted in the event of an emergency. The reader needs only to circle the appropriate responses, write in a telephone The brochure effectively

number, tear out the card and mail it.

l addresses the special emergency needs of the population of the EPZ.

The strength of this public information brochure lies in its simplf-city and logical organization. Each section states no more than is l necessary to convey the required information; and each section leads naturally to the one which tollows. The actions residents may be asked to take are described and discussed in ways that make the information l readily accessible in an emergency. The graphics used throughout the  ;

j brochure are simple, clear, and germane. Repetition has been used to l reinforce the concepts presented. Sources of additional information as '

well as sources of additional copies of the brochure are displayed three times. Emergency telephone numbers are prominently displayed in the

brochure. The public information brochure which the Applicant proposes to distribute meets the guidance of NUREG-0654/ FEMA-REP 1, Rev. 1 Criterion II.G.I. and it effectively addresses Rorem Contention 1(a).

2. The Public Information Program ,

The State of Illinois has developed a comprehensive Plan for Radio-logical Accidents (IPRA) in close cooperation with the affected county governments and the Applicant. the IPRA uses Public Information Brochures as the primary means of disseminating information.

the distribution plan for the Public Information Brochure calls for it to be mailed each year directly to residents of the EPZ and to be made available in quantity in area hotels, motels, recreational areas, l

schools, industries, health care and nursing facilities, local Emergency Services and Disaster Agencies, and local utility offices' .

The Public information program provides a systematic means of delivering information to all members of the public who need the information. The plan ensures that the information will be kept current and will be redistributed annually. The guidance of Criterion II.G.2 provides that information should be distributed at least annually, in a way that it is likely to be available in a residence and to transients in time of emergency. This guidance is met by the public information plan.

3. Conclusions the Intervenor, Bridget Little Rorem, contends that the emergency '

plan should contain a program for informing the public of means for

- 4-obtaining instructions in time of emergency. The plan contains such l a program. The primary means the plan adopts is the annual mailing of a 1

I brochure to all residences in the EPZ. The brochure will also be made

, available in other places the public has frequent access to. The brochure explains in very clear terms where to get information in the event of an

emergency. The IPRA and the public information brochure which it features j

not only address the concerns of Rorem Contention 1(a) but they also meet the more detailed guidance of NUREG-0654/ FEMA-REP 1, Rev. 1.
