COMMONWEALTH EDISON COMPANY'S l NOTICE OF DEPOSITION Pursuant to 10 C.F.R. S 2.720(h) (2) (i) and S 2.740a (a) , notice is hereby given that Commonwealth Edison

. Company shall depose NRC Staff member Robert F. Heishman, Chief of Reactor Construction Programs Branch, Office of Inspection and Enforcement. The deposition shall be conducted i on March 24, 1986, prior to the previously scheduled depositions of NRC Staff members Georgiev and Hooks, beginning at 10:00 A.M. at the offices of the Nuclear Regulatory Commission, Bethesda, Maryland. The deposition shall be taken before a certified court reporter.

The subject of the deposition shall be the " major areas of concern" arising out of the Construction Appraisal Team inspection conducted by the Office of Inspection and Enforcement at the Braidwood .*tation. This inspection was reported in IE Report No. 50-456/84-44, 50-457/84-40 (hereinafter the " CAT Inspection Report"). The areas of 8603180383 960314 PDR ADOCM 05000456 O PDR

concern, as identified in the February 20, 1985 letter of James M. Taylor enclosing the CAT Inspection Report, are Applicant's dependence on final walkdown inspections to identify and resolve problems and its ability to manage on-going corrective action programs while ensuring the correct performance of current work. Mr. Heishman, who approved the

! CAT Inspection Report, was identified by NRC Cat Team Leader P. Keshishian as having responsibility for expressing these concerns. The identification of Mr. Heishman was made during the Keshishian deposition conducted on March 11, 1986.

Mr. Heishman's testimony is relev. ant to the Rorem Quality Assurance Contention. Specifically, paragraphs 1C through 1F, 5A, 8B, 8C, 10C, 10D, 10E and 12D of the Rorem Q.A. Contention rely in whole or part on the CAT inspection.

Mr. Heishman shall bring with him all documents in his possession which pertain to the CAT areas of concern described herein.
