f Enclosure Safety Evaluation Grand Gulf Nuclear Station, Unit 1 Docket No. 50-416 License No. NPF-29 A full power operating license (License No. NPF-29) was issued for the Grand Gulf Nuclear Station (GGNS), Unit 1, on November 1,1984. As a condition of the license (License Condition 2.C.(29)), the licensee was required to utilize the services of advisors to the operating shifts until the plant had achieved full power operation. In addition, by letter dated February 29, 1984, the licensee committed to retain a shift advisor on each operating shif. until:

1. The plant tad achieved comercial operation;

2. Individual shift crews had attained the experience requirements recommended by the Industry Working Group on Operating Shift Experience; and .

3. Licensee management was completely satisfied with shift performance.

By letter dated July 1, 1985, the licensee advised the staff that it considers that it has now met the requirements of License Condition 2.C.(29) and the additional comitments contained in its February 29, 1934, letter.

Further, in accordance with the requirement of Generic Letter 84-16, the licensee advised that it intended to release the GGNS, Unit 1, shift advisors from further service on July 31, 1985. The licensee requested staff review and con:urrence.

In support of its request, the licensee reported that GGNS, Unit 1, first achieved 100% power on May 12, 1985, and that since that time approximately 8500060345 850723 PDR ADOCK 05000416 P PDR 1

20 cumulative days had been spent in the 90-100% power range while the unit was completing its power ascension test program. The unit achieved commercial operation on July 1, 1985. Each of the five operatin shift crews had accumulated over 275 man-months of operating experience.

The low power license for GGNS was issued on June 16, 1982. However, for a variety of reasons, actual low power testing did not really get underway until about May of 1984. Since that time, however, GGNS, Unit 1, has experienced about 14 months of operations during the low power and power

, ascension testing. By July 31, 1985, each of the shift crews will have accumulated about 15 months of hot operating experience, with more than six weeks above 20% power. This is substantially more hot operating experience than is required to be on shift as a minimum by Generic Letter 84-16. The licensee reports that each cperating shift crew has performed satisfactorily and that the licensee believes each shift crew is prepared to operate GGNS, Unit 1, in a safe and reliable manner. -

On the basis of our knowledge of GGNS, Unit 1, operations and the information provided in the licensee's letter of July 1, 1985, we conclude that License Condition 2.C.(29) and the additional licensee commitments noted above have been satisfied. Accordingly, we agree that the shift advisors may be released on July 31, 1985.
