Dear Mr. McCollum:
i By letter dated October 7, 1996, Duke Power Company (DPC) submitted a revision to a number of Catawba Emergency Preparedness Implementing Procedures (EPIP). '
, Two of the revised EPIPs, RP/0/B/5000/13, "NRC Notification Requirements l l (9/18/96)" and RP/0/8/5000/19, " EOF Commodities and Facilities Procedure (9/10/96)," are identified by DPC as containing privacy information (i.e.,
home phone numbers). DPC requested that such privacy information in the 1 submittals be withheld from public disclosure pursuant to 10 CFR 2.790 of the !
Commission's regulations.
We have reviewed DPC's request based on the requirements and criteria of 10 CFR 2.790, and have determined that the submitted information sought to be '
withheld contains privacy information. Therefore, the privacy information so identified by DPC will be withheld from public disclosure pursuant to 10 CFR j 2.790(a)(6) and Section 103(b) of the Atomic Energy Act of 1954, as amended.
Withholding information from public disclosure shall not affect the right, if any, of persons properly and directly concerned to inspect the documents. If the need arises, we may send copies of the information to our consultants
, working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.
If the basis for withholding this information from public inspection should i change in the future, such that the information could then be made available for public inspection, you should promptly notify the NRC. You should also 4
