The Honorable Lawton Chiles United States Senate Federal Building Lakeland, Florida 33801
Dear Senator Chiles:
First, we would like to thank: you for your continued support. We appreciate your efforts and success in obtaining Federal matching funds for the Citrus County EOC and the acquatic weed proble=.
We have another problem and we are again seeking your support.
' The Nuclear Regulatory Commission in "Draf t" NUREG-0553, dated March 30, 1979, stated aerial photographs were available for local governments.
We requested these aerial photographs so all involved would be referring to a co= mon reference. We have been unable to obtain the photographs even though NRC and State Disaster Preparee. ness offices haVe been contacted.
A copy of our request dated April 23, 1979,.is attached.
Citrus County has funded an EOC, provided a van, communications equipment, and budgeted for low level radiological menitoring and warning equipment.
This Covern= ental entity has taken steps to provide an adequate capability and response to meet anticipated emergencies involving Florida Power Corporation's nuclear plant.
The only element lacking is the availability of training. We have been seeking spaces for our response team.
The NRC conducts the Radiological Emergency Response Operatiens (RERO) Training Course at the Department of Energy's Nevada Test Site and Las Vegas.
I am enclosing a copy of Commissioner Jordan's letter Uhich seeks adequate training spaces for training as a team.
Your support in helping us obtain sufficient spaces weald be appreciated.
i We wish to thank you in advance fer looking into these proble: areas. We j
vant to make our team the best in of f-site response.
Sincerely,
,o

The Honorable Lawton Chiles United States-Senate Federal-Building Lakeland,- Florida 33801 1
Dear Senator Chiles:
^
t Your September 11, 1979 letter to Mr. Carlton.Kamerer, Director of our Office of Congressional Affairs has been referred to me for reply.
Your
-letter forwarded several pieces of correspondence concerning essentially two matters, NRC sponsored training and. aerial photographs of'a nuclear power facility in Citrus County, Florida.
i
'Mr. George Allen, Director of Citrus County Department of Disaster Preparedness, and Comissioner Wayne Jordan of Citrus County wrote letters i
on December 5,1978 and August 27, 1979, respectively, to Florida State i
officials, requesting radiological response training at the Department of Energy (00E) Nevada Test Site. The Nuclear Regulatory Comission provides the training through'a DOE contractor at the test site. The only requirement for admission is that the student is or will be assigned to a State or local government radiological emergency response team.
The prospective student must also be ' nominated by either the State Director of Radiological Health, or the State Director of Civil Defense or Emergency Services. Sixteen classes of 25 persons are scheduled each fiscal year.
We learned of the request for training from Citrus County through information copies of the county letters to the State.
Earlier this month we offered the State eight spaces in two courses to be conducted in September,1980.
Mr. Robert Kohler of the State Bureau of Disaster Preparedness assured us j
that Citrus County will be given two of these eight spaces.
We hope to be able.to accomodate additional Citrus County officials during FY 1981.
Concerning the aerial photographs of the Crystal River nuclear power facility in Citrus County, NRC's contractor for aerial photography has not taken those photograpFs. When they are available, a copy of each
. photo and'a copy of the negatives will be provided to the Florida Bureau of Disaster Preparedness so that prints can be furnished within the
