This letter supplements my October 16, 1987 letter to you and addresses your

October 23, 1987 conversation with Monte Conner of my staff. We understand

I that you have a general concern about adequacy of electrical tagging. Based

on your October 16, 1987 input, we now also understand that you have a concern

about control of security lighting.

l As my October 16, 1987 letter stated in regard to electrical tagging, the

information received from you was not specific enough to be productively

pursed as a separate inspection task. In your discussion w;th Monte Conner,

no information was provided to change that evaluation.

In regard to security lighting, we identified a deficiency during an NRC

inspection conducted from August 31 through September 4, 1987. This

deficiency is documented in Section 10 of Combined Inspection Report

50-245/87-22; 50-336/87-20; 50-423/67-20 for the three Hillstone units. That

section documents an NRC security lighting survey conducted during the evening ,

'

of September 2, 1987. Our survey revealed six areas below the 0.2 f:ot t.andle

minimum lighting requirement. This is an apparent Violation of NRC

'

requirements. The licensee has taken action to _ correct this problem. Also,

the NRC has scheduled a November 3,1987 Enforcement Conference to discuss

j security lighting and other' issues with the licensee. We will then consider

l whether additional NRC action is needed to assure continued adequacy of

i security lighting. Further, we will specifically verify the ongoing adequacy

! of licensee corrective actions during field inspections. Since we are already

l taking action on security lighting adequacy and that action appears to

'

encompass your concern, no additional specific action based on your concern is

( planned.

For your information NRC Inspection reports for Millstone are available for

public examination at the Local Public Docket Room at the Waterford Public

,

Library.
