Allegation concerning Hillstone Unit 2 The NRC Region I office has complet9d its followup 't response to the concerns you brought to our attention on July 25 and August 22, 1990, alleging that (1) on July 25, 1990 a jumper-bypass tag on containment radiation monitor RM-8262 should have been cleared and (2) on August 22, 1990 the steam generator level channels A and D were concurrently out-of-cervice, which is a condition prohibited by technical specifications, and proper actions were not being taken.

We found your allegations to be unsubstantiated, however we did determine there to be problems with the jumper bypass tagout. Our review of these issues has been documented in Inspection Reports 90-14 and 90-18.

Two weet ago, the SG 1evel channel for the ~D' RPS channel ano found that the transmitter was reading low out of
