Dear The NRC Region 1 ha ompleted its followup of the conc rns that you brought ,

to our attention o alleging (1) inappropriate fuse tagging for work on 2-MS-190B, (2) appropriate fuse tagging for work on the "G" demineraliser MOV, (3) lighting circuits without an appropriate P&ID, (4) on-call electrician could not be contacted by phone, (5) inappropriate assignments of on-call electricians, and (6) inappropriate work control for the "A" heater drain pump.

We referred your concerne for the Northeast Utilities staff for evaluation and r e s,.elu t ion . We then reviewed the licensee response for adequacy. We agree with the licensee responses and conclusion that none of these issues represent a compromise of nuclear safety. A copy of the Northeast Utilities response is attached.

With regard to issuu (1), the licensee determined that the tagout for 2-MS-1908 was incomplete; therefore, your allegation in this case was substantiated. Because the discrepancy was minor in nature and when the problem was identified corrective actions were taken, we intend no further action on this item and this issue is considered closed.

With regard to issues 2 thru 5, we agree with the licensee assessments and consider these issues both unsubstantiated and closed.

With regard to issue (6), one minor discrepancy was identified in that scounding was not specafied by the original procedure; however, the procedure was corrected and the work was apparently performed properly. The remaining issues were unsubstantiated. We consider this issue closed.
