Dear Mr. Lear:

SUBJECT:

OYSTER CREEK NUCLEAR GENERATING STATION DOCKET NUMBER 50-219 RAIMASTE MODIFICATION SU3MITTAL OF AUGMENTED OTFGAS SYSIEM FINAL DESCRII' TION Our let ter of March 6,1975, indie ned tl.at you would receive a final i

descriptien of the Oyster Creek Augtented Offgas System (AOC) in August of this year. This letter transmits forty copies of a docunent entitled "0yster Creek Radwaste Modification - Ccnforrmnce to 10 CFR 50 Appendix I,"

j for your information.

l The design of the A0G system has been reviewed by our Plant Operations i

and Geacral Office Review Boards and they have concluled that it does not.

contain any unreviewzd safety questions as defined in 10 CFR 50.59.

The A0G oystem is a self-contained expansion to the Oyster Creek Station whitL takcs only ninimal demands on the existing plant facilities for condensate unter, 1

electrical power, service watcr and instrument air, railure of the MG

]

system or its interface support systens vould not affect the ability of the

]

plant to safely shut doun, or to mitigate tiie consequences of a design basis i

accident;_ norm would it_ result in uncontrolled releases of radioactivity in j

excess of 10 CFR 20 linitt.

j Our respective Staffs' have discussed, and resolved, the seismic and Quality Group classifications to be applied in the design and construction i

]

of the A0G s;'st etc.

We have also agreed to impose limitations on system design and operation in order to enaute that couplete failure of the A0G system vill not result in a. s tte boundary dose in excess of 5 rem. We con-

. tinue te belicve, however, that the assumpticus used by NRC in calculations of this' worst case site boundary dose are_overlv conservative.

Conservative

. site boundar" dese calculations performed by our staf f show the dose to be less than.5 rem.

Page 2 The dose calculations whfch have been performed and which are presented in the report demonstrate that the A0G-system allows the Oyster Creek

-l 3

1 facility to be well below the dose limits of Appendix I.

We will perform l

realistic dose calculations once firm guidance is_available from the Regulaiory j

Staff consistent with the. final version of~ Appendix I.

These numbers will be used.to perform a cost benefit analysis of the effluent treatment at our facility and will be filed as Appendix C to-this report.

1 Regarding Section 17 of this subctittal, please note that the Ouality Assurance interface between Jersey Central Power & Li,ht Conpany and GPU t

Service Corporation is defined in the JCP&L Operational QA Plan (see FDSAR Amendment #71,. Revision 2).

That interface is not specifically addressed j

.in the Radwaste Modification submittal.

i

-It is still our intention to file a final description of the Liquid /

Solid system in February 1976 promised in our March 6,1975 letter.

Very truly yours, 1
