Oyster Creek Nuclear Generating Station Docket No. 50-219 IE Inspection Report No. 50-219/75-01 This letter updates the status of the items of noncompliance noted in Inspection 75-01 on January 14, 15, 17, and 20, 1975 by Mr.-Greenman.
The results of this inspection were subsequently transmitted to us by Mr. Brunner's letter of February 28, 1975, and preliminary action was forwarded to you in our letter of March 24, 1975.
A cab access ladder and cab railing has been fabricated and installed to comply with OSilA standards. With the completion of these modifications, all items of noncompliance that were noted in the in-spection have been corrected.

50-219 SlDNARY OF MEETING HELD ON JULY 24, 1975 TO DISCUSS THE GEOTECHNICAL STUDY FOR THE FOUNDATION OF THE PROPOSED LIQUID / SOLID RADWASTE BUILDING 4
On July 24, 1975, a meeting was held'with representatives of General'Public Utilitie's Service Corporation, (GPUSC) to discuss NRC staff concerns regarding l
the geotechnical study of the site for the proposed new liquid / solid radwaste building. A list of attendees is enclosed.
JCP4L has proposed upgrading the Oyster Creek Nuclear Generating Station radwaste system. A new liquid / solid radwaste building designed to withstand seismic loading and a new non-seismic designed off gas building will be a
constructed to house additional radwaste equipment.. By letter dated March 6, 1975, JCP6L submitted a geotechnical report that analyzes site seismology l
i and evaluates the liquefaction potential of the material beneath the proposed i
liquid / solid radwaste building.
The NRC staff stated that based on our review, we conclude that the geotechnical i
j report does not provide enough standard penetration test data taken directly under the proposed site.
In addition, the NRC staff stated that based on our review of the standard penetration data that were obtained under the proposed structure, we conclude that liquefaction could be a problem in the Upper Cohansey sands during the SSE. Woodward - Clyde representatives stated that based on both the undisturbed samples and the standard penetration values, they conclude that the Cohansey sands will not liquefy.
In addition, some of the more significant NRC concerns discussed were:
1.
The liquefaction of adjacent deposits (loose fill) and the possibility of progressive liquefaction toward the radwaste building.

He evaluation of the previous loading of the clay in the Upper Clay Formation.
3.
W e possibility of groundwater level variations during the life of the plant and the effect on the liquefaction potential.

The backfill procedures that were used' to place fill near borings W2, W5, and W9; and the reason for the extremely loose condition of the fill.

The possibility of large secondary compression of the clays which were described as organic deposits.
6.
The evaluation of the significant number of cycles used in the liquefaction analysis.
7.
The settlement criteria and settlement monitoring program.
The NRC staff stated that our concerns discussed during the meeting will'oe transmitted formally by the middle of August.
In addition, the NRC staff agreed to document our current position regarding seismic design requirements for structures' housing radioactive waste management systems.
