Operation The reactor was in the shutdown condition with the ede switch in refuel.
Heactor coolant temperature was icss than 212 F with the reactor head vented.
DESCRIPTION in order to minimize airborne r-di, activity in the dryweII, OF OCCURRENCE!
a negative pressure was impressed on the reactor vc.:cel via the mechanical vacuum pump thmugh Main Steam Isolatire /alves NS03B and NSO48, At this time, a complete inspection and cleaning of the " spool" valves used in the control scher.,e for Main Steam I8olution Valves NS03A and NSO4A was in progress which necessitated these valves being closed. After the in-spection/ cleaning was completed, steps were taken to open L

preventive maintenanco steps ' could be performed on their assoc-lated spool valves, When the close signal was inpressed on.
NS03B, the valve did not respond.
Subsequent attenpts were

made tu close the valve and on the third try the valve closed, An operator located in the drywell noted that the solenoid valve which operates the power vilve was functioning properly, l
it should be noted that this.valvo had previously been Alven a closure nignal on January 11, 1974 during the plant shutdown 1
