certain activities under your license appear to be in violation of AEC
regulations and license requirements. These apparent violations are
i
considered to be of severity category as noted below:
l
1.
Technical Specificiation 4.6.B.1.g states that filter cartridges
l
shall be analyzed weekly for gross alpha, beta and gamma activity.
j
Contrary to the above, as detected by JCP&L and reported to..the AEC
by JCP&L letter dated April 19,1974 (Ao 50-219/74-24), a stack filter
-
was not analyzed within 7 days of removal as required.

2.
Technical Specification 3.4.A.1 states in part: "The core spray
system shall be operable at all times with irradiated fuel in the
-
reactor vessel."
Contrary to the above, as detected by JCP&L and reported to the AEC
by JCP&L letter dated April 26,1974 (A0 50-219/74-28), the core

spray systems was inoperative for about 15 minutes with irradiated
W,
fuel in the reactor vessel. (Severity Category 2)

3.
Technical Specification 3.4.B.4 requires that the time delay set
'
point for initiation of depressurization af ter coincidence of low-
Iow-low reactor water level and high drywell pressure shall be set '
not to exceed two minutes.

Contrary to the above, as detected by JCP&L and reported to the AEC
j
by JCP&L letter dated May 31,1974 (Ao 50-219/73-33), the auto-depres-
,
surization system initiation timers failed to complete their cycle in
less than 2 minutes during annual testing.
(Severity Category 2)

We note that these matters were reported to Regulatory as indicated
above. Your corrective measures were reviewed during this inspection.
We have no further questions on these violations at present, and
completion of corrective action and required reports will be monitored
'
during routine inspection of your facility.
