Areas examined during this inspection included: the circumstance relat-

ing to the turbine trip on December 29, 1972, and the resulting primary
system blowdown to the torus as a result of a relief valve failing to re-

seat; the transfer to storage tanks of 53,000 gallons of surplus torus

water; the malfunction of a mainstenin isolation valve and an isolation
condenser condensate drain valve; the special surveillance test program

on safety related valves developed and conducted by you in response to

Regulatory concerns that assurance be obtained that all safety related

valves be operable prior to returning to power, and the results of this

testing; and radioactive releases associated with this event. Eithin

these areas, the inspection consisted of selective examinations of pro-
cedures and representative records, interviews with personnel, and ob-
servations by the inspector.
