AMENDMENT NO. 72 PROVISIONAL OPERATING LICENSE DPR-16 (DOCKET 50-219)
Applicant hereby requests the Commission to change the above captioned license as follows:
1.
SECTION TO BE CHANCED Section 2, Paragraph B.

EXTENT OF CilANGE a.
To allcw the receipt, possession and storage of up to 1000 kilograms of contained plutonium 239 and plutonium 241.
b.
To allow the use of up to 10 kilograms of contained plutonium 239 and plutonium 241.
3.
CHANGE REQUESTED 2.
Subject to the conditions and requirements incorporated herein, the Commission hereby licenses Jersey' Central:

DISCUSSION l
As discussed in' Supplement No. 2 to l'acility Change Request No, 4, Jersey Central is seeking approval for Cycle III operation with four Puo2-UO2 lead assemblies in lieu of a future request for approval of a ' full quarter core Cycle IV reload licensing submittal.
Supplement No. 2 provides the technical support for the Provisional Operating License amendment requested h e rein..
It would be advantageous from a fuel shipment standpoint to receive approval to receive, possess and store plutonium as early as possible, in anticipation of subsequent Concission approval to use plutonium af ter a technical review of Supplement No. 2 to Facility Change Request No. 4.
s In thic regard, it ic requected that censiderction be given initially to part 2.a of this rubmittal during the Commission review of technical support documentation in connection with Part 2.b (Supplement No. 2 to Facility Change Request No. 4).
