Jersey Central Power and Light Compesy Docket No. 50-219 License No. DPR-16 Certain activities under your license appear to be in violation of

- AEC regulations and lieanse requirensets. These apparent violations i

are considered to be of Category 11 severity.

Section 4.4.A.2 of the Technisal Specifications requires Core Spray System operability verification for " Motor operated valve operability once/ month."

Contrary to this requirement, records indicated that an oper-ability test was not performed between April 26 and June 21, 1973.

Section 3.6.C of the Technical Specifications states, in part.

"The maximum amount of radioactivity... contained in the radweste j

j storage tanks outside the radweste building shall not exceed 10.0 curies."

S Contrary to this requirement, activity levels in outside storap.e tanks exceeded the 10 curie limit from August 17 - September 4, 1973 (Racurrent violation). We note that you have informed the Directorate of Licensing, in your letter of September 20, 1973, j

of your plans to incorporate major modifications to your radweste i

system.

In your response to this matter, it is requested that you describe 1

the specific steps that will be taken to assure compliance with i

existing license requirements.

5 Jersey Central Power and Light Company Docket 730. 50-219 Liceof:a No. DPR-16 The following item appears to raise a question concerning the safety of operations as identified below:

Accepted radiological safety control practices dictate that instrumentation used routinely to detect and measure radio-activity for the purpose of personnel protection be calibrated with a known source to assure the accuracy of the measuresents.

The accepted calibration frequency is a minimum of once each calendar quarter.

Contrary to the above your instrument calibration procedure No. 904.11 revision dated December 12, 1972, specifies a six (ti) month calibration frequency. We note that instrument calibration records from July 1972 - July 1973 indicated that instruments were calibrated according to this frequency; or removed from service, or lost.
