This refers to the inspection condteted by Mr. Cantrell of this office

on June 26th thru 29th, 1973 at Oyster Creek, Forked River, New Jersey

of activities authorized by AEC License No. DPR-16, and to the discussions

of our findings held by Mr. Cantrell with Mr. Carroll of your staff at

the conclusion of the inspection and to subsequent telephone discussions

between Mr. Carroll and Mr. Cantrell on July 24, 1973.

Areas examined during this inspection included: administrative controls ;

operations conducted during the period December 8,1972 thru June 29, 1973;

i

records of surveillance testing; minutes of meetings of the Plant Operations

i

Review Committee - December 1972 thru June 1973; Minutes of the General

l

Office Review Board meetings - March 1972 through January 1973; facility

procedures; reactivity and power control; auxiliary systems; local power

range monitor rod block bypass; modification of the supports for the

,

electromatic relief valve discharge piping; non-destructive testing of the

core spray system piping; results of the inspection of paddic type flow

switches; the alarm setting of the concentrated waste tank; plant house-

keeping aspects; controls planned for high radiation areas; and the circum-

'

stances related to equipment malfunctions and abnormal occurrences (AO)

'

discussed in your reports to the Directorate of Licensing dated April 24

(two (AO's), May 15 and 30, and June 5 (three AO's), and June 22, and 28

(two AO 's) , 1973. Within these areas, the inspection consisted of selec-

tive examination of procedures and representative records, interviews with

personnel, measurements made by the inspector sad observations by the

inspector.

Our inspector also enmined the activities conducted under

your license relating to the subject discussed in your letter to the

i

Directorate of Regulatory Operations, dated Jme 5, 1973. We have no

further questions regasding this matter.

During this inspection, it was found that cartain of your activities

appes. red to be in violation of AEC requirements. The itema and references
