VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGE Pursuant to 10CFR50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License No. NPF-7 for North Anna Power Station Unit No. 2.

During the past two months, North Anna has experienced two failures on each of the. Unit 2 Emergency. Diesel Generators (EDG).

In one incidence, both Unit 2 diesels were concurrently inoperable.

This resulted in the reactor being shutdown per the Technical Specifications with subsequent corrective actions requiring eight days downtime.

Efforts to determine the cause of the failures and to initiate a diesel reliability improvement program have identified several of the testing requirements of the associated Technical Specification as contributing to the unreliability experienced on the engines.

We intend to develop and initiate a reliability improvement program > for the

. diesels.

This effort will include interface with the diesel manufacturer, Colt Industries. Additionally, as part of our technical exchange program with the Japan Atomic Power ' Company, we have requested and intend to review the technical specifications, test procedures, and other related maintenance information associated with the exemplary diesel reliability experienced by the Japanese.-

The enclosed. Technical Specifications change request represents our initial determinations as to licensing actions which are immediately necessary to

. minimize continued EDG degradation and premature failure now being experienced on Unit 2.

After accumulating sufficient information and experience through the diesel reliability improvement program, we intend to reassess. the Technical Specifications of both units and propose specification changes which programatically address diesel reliability for North Anna. Power Station.

The' proposed changes to Technical Specification 4.8.1 are provided in Attachment 1.-

A discussion of the proposed Technical Specifications is provided in Attachment 2.

The basis for the exigent request has been provided

It has been determined that this change does not pose an unreviewed safety question as defined in 10 CFR 50.59 and does not pose a significant hazards consideration as. defined in 10 CFR 50.92.

Because the proposed Technical Specification is likely to have both direct and positive impact on diesel availability and consequentially on our power generation ~ capability for 1985, we would appreciate your prompt attention to this request and issuance of the change by February 18, 1985.
