SUBJECT:

CONSUMERS POWER COMPANY'S RESPONSE TO THE REGULATORY EFFECTIVENESS REVIEW REPORT By letter dated February 18, 1983, the licensee, Consumers Power Company, responded to the recomendations contained in.the Regulato_ry Effectiveness Review (RER) Report dated December 9,1982.

Region III, as part of their most recent safeguards inspection, has verified that -

the licensee has taken appropriate actions to resolve the identified safeguards concerns with the exception of two items. A proposed letter to the licensee requesting additional infomation on this matter is enclosed.

This is'to acknowledge receipt of y'our letter dated February 18, 1983, which provided Consumers Power Company's responses to the Regulatory

. Effectiveness Review Report dated December 9,1982. As the : result of Region III's saf.eguards inspection conducted on March"28' April 1,1983.by J. Bela.nger and G. Christoffer, th.e' followi,ng deter-minations haye.been made:

1) An implementation schedule for th.e resolution of Item.fl, Perimeter Detection System needs to be submitted. The schedule should include (i) the dates when testing of detection systems will-be inittated and termina.ted, (.ii) the timeframe for deciding on what system to

use, and ('iii) the period neces.sary for installation, operational tes.ti.ng and fi.nal s'ystem acceptance s 2)
