REPORT ON TURKEY POINT REGULATORY EFFECTIVENESS REVIEW From May 23-27,1983, members of my staff, accc.mpanied by representatives of NRR and of Region II, conducted a Safeguards Regulatory Effectiveness Review at the subject power reactor site. The results of. this review are
. documented in the enclosed reports.
Also enclosed is a proposed letter transmitting the subject report to the licensee and requesting responses to the safeguards concerns identified in the reports.
Please provide the Power Reactor Safeguards Licensing Branch (SGPR) with a copy of your transmittal letter to the licensee.

Box 1400 Juno Beach, Florida 33408 Dear Mr. Uhrig; From May 23-27, 1983, NRC Safeguards Division staff conducted a Regulatory Effectiveness Review at the Turkey Point Nuclear Power Plant Units 3 & 4.
The findings of that review are documented in the enclosed Regulatory Effec-tiveness Review and Vital Area Definition reports.
In order to asoid further delay, the Regulatory Effectiveness Review report is being transmitted with-cut its Attachment 2, which will be sent to you at a later date. Although a number of notable strengths were observed in the safeguards program, certain safeguards concerns were found that warrant further consideration. Accordingly, it is requested that you provide coments relative to the areas of concern described in Section 2.2 of the Regulatory Effectiveness Review report and to the additional vital areas identified in Section V and Appendix A of the Vital Area Definition reports within days of receipt of this letter.
