CHANGES TO TECHNICAL SPECIFICATIONS REGARDING THE SURVEILLANCE FREQUENCY OF DIESEL GENERATOR DAY TANT, VALVES - SALEM i

As a result of the Safeguards Regulatory Effectiveness Review conducted at the Salem Nuclear Generating Station during December 3 through 10, 1982, a c

ern regarding the frequency of surveillance of the diesel generator day tank valves arose.

Ir. responding to the concerns the licensee indicated that an evaluation of the valve surveillance comitments revealed that the mispositioning of the day tank valves has no greater safety implic tions than would a

the improper positioning of several other valves -which have the same monthly surveillance requirements.

It is our understanding that the day tank valves are at least as significant as the diesel air start valves which are provided with daily surveillance.

It is requested that NRR review the attached Safeguards Regulatory Effectiveness Review Report relative to this issue and the licensee's response to detemine whether or not changes to the technical specifications for surveillance of the day tank valves are warranted.
