LIMITING CONDITION FOR OPERATION '

3.8.1.1 As a minimum, the following A.C. electrical power sources shall be OPERABLE

  • l l
a. Two physically independent circuits between the offsite transmission network and the onsite class 1E distribution  ;

system, and '

b. Two separate and independent diesel generators each with:
1. Separate day and engine-mounted fuel tanks containing a minimum of 900 gallons of fuel,
2. A separate fuel storage system'containing a minimum of 17,500 gallons of fuel, and
3. A separate fuel transfer pump.

APPLICABILITY: MODES 1,2,3 and 4.

Verifying average electrolyte temperature above the minimum for ,

which the battery was sized, total battery terminal voltage on float l' charge, connection resistance values and the performance of battery service and discharge tests ensures the effectiveness of the charging system, the ability to handle high discharge rates and compares the battery capacity at that time with the rated capacity.

Table 3.8-1 specifies the normal limits for each designated pilot cell and each connected cell for electrolyte level, float voltage and specific gravity. The limits for the designated pilot cells float ,

voltage and specific gravity, greater than 2.13 volts and .015 below the manufacturer's full charge specif'ic gravity or a battery charger ,

current that had stabilized at a low value, is characteristic of a charged cell with adequate capacity. The normal limits for each  :

connected cell for float voltage and specific gravity, greater than 2.13 . volts and not more than .020 below the manufacturer's full charge specific gravity with an average specific gravity of all the connected cells not more than .010 below the manufacturer's full c charge specific gravity, ensures the OPERABILITY and capability of s the battery.  !

Operation with a battery cell's parameter outside the normal 1~

limit but within the allowable value specified in Table 3.8-1 is permitted for up to 7 days. During this 7 day period: (1) the  ;

allowable values for electrolyte level ensures no physical damage to the plates with an adequate electron transfer capability; (2) the  :

allowable value for the average specific gravity of all the cells, not more than .020 below the manufacturer's recommended full charge specific gravity, ensures that the decrease in rating will be less  :

than the safety margin provided in sizing; (3) the allowable value for an individual cell's specific gravity, ensures that an individual cell's specific gravity will not be more than .040 below the manufacturer's full charge specific gravity and that the overall capability of the battery will be maintained within an acceptable j limit; and (4) the allowable value for an individual cell's float voltage, greater than 2.07 volts, ensures the battery's capability to perform its d ign function.

' Distribution Systems Insert "C" For the purposes of SR 4.8.1.1.2.a.5 and SR 4.8.1.1.2.b.3.b testing, the diesel generators are started from standby conditions. Standby conditions for a diesel generator mean that the diesel engine oil is being continuously circulated and engine coolant and oil temperaturca are being maintained consistent with manufacturer recommendations.

In addition, BVPS Unit No. 1 LCO 3.8.1.1 does not contain SR 4.8.1.1.2.f. For BVPS Unit 2 only, the reference to page 3/4 8-2 would be deleted following reference to the footnote currently designated by a single asterisk. B. BACKGROUND BVPS Unit Nos. 1 and 2 each have two emergency diesel generators. Two diesels are fully dedicated to each plant, with one diesel assigned to each of the redundant electrical power divisions of each plant. With the exception of the specific statior, blackout breaker alignment, there is no sharing of diesel generators between units. Power from one diesel to one electrical division of each plant is sufficient to provide either for safe shutdown loads or for accident loads. The D/G's at BVPS Unit 1 are manufactured by General Motors Electro-Motive Division and BVPS Unit 2 D/G's are manufactured by Fairbanks Morse Engine Division of Colt Industries. BVPS technical specifications currently require starting the operable diesel within 1 hour and every 8 hours thereafter when specific conditions exist. Generic Letter (GL) 84-15, titled

     " Proposed Staff        Actions   to  Improve    and Maintain Diesel Generator Reliability,"         and      GL    93-05,     titled    "Line-Item Technical Specification Improvements            To    Reduce   Surveillance Requirements For   Testing During Power Operation" provide guidance for revising start    frequencies for diesel generators under certain conditions to     improve reliability.            This proposed change incorporates Nuclear Regulatory          Commission     (NRC) guidance intended to improve diesel generator reliability.

The NRC notified Duquesne Light Company (DLC) in a letter dated April 26, 1993, that previously submitted Amendment Request Nos. 200 and 67 regarding diesel generator testing (TAC Nos. M84225 and M8422' were temporarily put on " Hold" pending completion of B-4

    . Proposed Technical Specification Change Nos. 221 and 90 Page 5 the    DLC analysis of       emergency diesel generator performance requirements.       In reviewing Amendment Request Nos. 200 and 67, dated October 6,       1992,    the staff determined that the current technical specifications for Unit Nos.              1 and 2 do not specify certain diesel test performance parameters such as voltage, frequency,    and time to come up to speed. DLC agreed to provide these test parameters as part of a technical specification change once the appropriate values were determined.

DLC has completed the evaluation of these test parameters and has included them in this proposed amendment request. The previous submittal, Amendment Request Nos. 200 and 67, was withdrawn by a letter from DLC to the NRC, dated September 6, 1994. This amendment request, Nos. 221 and 90, represents the new proposed operating license change request mentioned in the September 6, 1994, DLC to NRC letter. C. JUSTIFICATION The proposed revisions to LCO 3.8.1.1 action statements are consistent with the action statements approved for Virginia Power Company North Anna Unit 1 and 2. The proposed changes to the action statements which eliminate certain surveillance requirements for the emergency diesel generators have been determined by the NRC to be unnecessary. This determination is reflected in GL 93-05. The proposed revisions are also similar to those contained in Appendix A of GL 84-15. The following is a discussion on the provision that would be added such that if the D/G has been rendered inoperable due to an independently testable component, testing or preplanned preventative maintenance, the performance of SR 4.8.1.1.2.a.5 would not be required. This provision would be added to proposed action statements "b" and "c." The current wording requires that the alternate train testing be performed, i.e., starting of the opposite train D/G, to provide a positive demonstration that a loss of safety function has not occurred. There are situations where reduced operability testing on the remaining diesel can exist when a diesel is made inoperable due to preplanned preventative maintenance or testing. The purpose for testing the remaining diesel 16 to assure that a common mode failure does not exist. Since the reason for D/G inoperability is known, i.e., preplanned preventative maintenance or testing, then a common mode failure on the remaining D/G does not exist. The NRC staff has recommended, per a memorandum dated February 11, 1991, (Entry Into A Technical Specification LCO During Performance of Surveillance Testing) that licensees change their current technical specification wording to eliminate the need for such testing if a D/G is taken out of service for preplanned preventative maintenance or testing. GL 93-05 also recommends this additional provision and expands the scope of exclusions to B-5

The words "an inoperable support system" in the list of exceptions for performing SR 4.8.1.1.2.a.5 are not included. This decision was based on the fact that the words

Without a comprehensive list of plant equipment which is appropriate to include under the definition of a " support system," plant operations personnel may misapply this exception to the required starting of the opposite train diesel. Therefore, this wording is not included in this amendment request. In summary, the provision that would not require i performance of SR 4.8.1.1.2.a.5, if the D/G has been rendered inoperable due to an independently testable component, preplanned preventative maintenance or testing, or the absence of any potential common mode failure for the remaining diesel generator l 1s demonstrated, is proposed to be added to action statements "b" and "c."  ; The present action statement "a" would be divided into two  ! separate action statements based on GL 84-15.       " Selection,   Design,        and Qualification of Diesel Generator Units Used As Standby (Onsite) Electrical Power Systems At Nuclear Power Plants," provides adequate assurance that the operable diesel generators will be capable of performing their intended safety functions even during the loss of offsite circuit (s).

Therefore, in accordance with GL 93-05, this requirement can be deleted. The proposed action statement "b" provides the appropriate responses when declaring one D/G inoperable. The present wording requires that the opposite train be tested within 1 hour and at least once per 8 hours thereafter. The reason to perform a diesel test following the loss of one diesel is to assure that the remaining diesel will be operable and capable of starting as designed. Specifically, an operability test of the remaining diesel provides assurance that the remaining operable diesel is not subject to the same failure (i.e., common mode failure). Testing within 24 hours provides timely assurance of diesel operability while providing the additional time for inspection prior to testing. As stated in the discussion for the proposed action statement "a," repetitive testing every 8 hours following the initial confirmation of diesel operability is unnecessary. This change to require D/G testing within 24 hours is consistent with GL 84-15, as well as NUREG-1431, titled " Standard Technical Specification for Westinghouse Plants (ISTS)," and has been found to be an appropriate time frame for complying with the intent of GL 93-05. The proposed action statement "c" provides the appropriate responses to be taken upon declaring one offsite circuit and one diesel generator inoperable. Consistent with the proposed changes to action statements "a" and "b", the proposed changes to action statement "c" provide adequate assurance of diesel operability by one-time testing while eliminating repetitive testing. The performance of the D/G test within 8 hours provides adequate assurance of the availability of the remaining D/G while eliminating excessive starts and also providing added time for inspection prior to testing. The proposed action statement "d" provides the appropriate responses to be taken upon declaring two offsite power circuits inoperable. The proposed change is consistent with those made for action statement "a." As noted in the discussion for action statement "a," loss of an offsite circuit does not suggest that the diesels have become less reliable than demonstrated by previous surveillance tests. The proposed change to allow 6 hours versus 4 hours to reach Hot Standby is consistent with NUREG-0452, Revision 4, titled " Standard Technical Specifications for Westinghouse Pressurized Reactore," and ISTS. The proposed action statement "e" provides the appropriate responses to be taken upon declaring both D/Gs inoperable. The proposed change is the same as existing action statement "d." B-7

Proposed Technical Specification Change Nos. 221 and 90 Page 8 The only difference in the proposed change is the use of distinct action statements based on the number of D/Gs inoperable (either one or both). The addition of the new footnote number (2) will ensure that this action is completed on the remaining operable diesel generator regardless of when the inoperable diesel generator is restored to operable status. This action will verify that a common mode failure does not exist on the remaining operable diesel. The proposed changing of the words " ambient condition" to

    " standby    conditions" will better define the initial configuration that      the diesel generator is required to be in prior to starting.          The current wording does not clearly define what initial configuration the diesel is required to be in prior to starting.         The proposed wording will ensure that the periodic testing initial configuration is consistent with the accident response initial configuration.                The revised Bases wording will define the requirements to meet the intent of the words " standby conditions."

The addition of the parameters for generator voltage, frequency and diesel starting time, to the existing surveillance requirements, will provide additional assurance that the diesel generators perform as assumed in the safety analysis. The proposed values for voltage and frequency were developed from a specific analysis to determine the required diesel voltage and frequency using the Electrical Transient Analyzer Program scftware. The proposed diesel start time of "in < 10 seconds" supports the value assumed in the Updated Final Safety Analysis Report (UFSAR). The proposed wording for SR 4.8.1.1.2.a.5 for BVPS Unit No. I differs for the proposed wording for BVPS Unit No. 2 due to diesel generator design differences. On BVPS Unit No. 1, the diesels are designed such that when started manually in the exercise mode, the engine initially obtains half speed of approximately 450 rpm. Full engine speed of approximately 900 rpm is then obtained by manually increasing the governor setting. The generator is then manually field flashed to obtain a voltage output. The BVPS Unit No. 2 diesels are designed such that when started manually in the exercise mode, the engine initially obtains full engine speed of approximately 514 rpm. In addition, the generator is automatically field flashed to obtain a voltage output. Due to these design differences, the proposed wording for SR 4.8.1.1.2.a.5 is slightly different. For BVPS Unit No. 1, the proposed addition of footnote number (6) to SR 4.8.1.1.2.b.3.b is necessary due to the design of the diesel generators. The BVPS Unit No. 1 aiesel generators utilize a , Woodward UG-8 mechanical governor. This governor and the diesel l generator control system is configured to allow both the monthly i surveillance runs, where the diesel generator is synchronized to I the electrical grid, and emergency operation, where the diesel generator is supporting the bus independently, without any B-8

To achieve both of these control functions,                                 the speed droop setting is left " dialed in" as a permanent setting.                                                     This setting provides proper speed droop

(=3 - 5%) to allow stable operation during the monthly load tests and also provides acceptable frequency control when the diesel l generator responds to emergency loading. In the emergency mode of operation, the speed droop setting causes the diesel generator output frequency to drop as load is increased. Presently, the i [ the diesel generator is at =62 Hz settings are made such that while at zero load and 260 Hz at full load. The present control system and governor cannot be adjusted to provide isochronous operation with zero droop and support the monthly loading runs which require speed droop. This is due to the control system design to allow an idle cool down period following an engine run, while still being capable of responding to an emergency condition. The control system will automatically raise the governor to the high speed setting upon any emergency start signal. To allow isochronous operation with zero droop at 260 Hz would require a different high speed setting be applied to the 4 j governor. Since the governor speed is controlled by a speed I adjusting motor and limit switches, only one speed setting can be applied. Based on the above discussion on the operation of the UG-8 governor, the technical specification frequency limit during emergency operation should be based on the full load condition. Since the 18 month surveillance test, performed to satisfy the requirements of SR 4.8.1.1.2.b.3.b, does not provide full loading to the diesel generators, the required frequency value range may be exceeded especially during lower loading. Under these conditions, it is acceptable to examine the frequency response vs. loading and by evaluation, determine that the governor is responding properly and would fall within the required frequency band while at full accident loading. The reason this footnote is not applicable to BVPS Unit No. 2 should be noted. The BVPS Unit No. 2 diesel generators operate differently in that speed droop is automatically removed by the action of an isochronous relay when the diesel is not operating l connected to the grid. Speed droop is automatically initiated when the diesel is connected to the grid. Therefore, during performance of the monthly and 18 month surveillance testing, the frequency is maintained at 260 Hz. The proposed addition of footnote number (3), pertaining to voltage and frequency values stated in the surveillance requirements, will ensure that plant operators recognize that these values do not include measurement uncertainties. The measurement uncertainties will be included in plant procedures and allow for additional flexibility to use different instruments if the need should arise without requiring a change to the technical specifications. the diesel which normally do not get lubricated when the engine is not running. This task is accomplished by running an engine prelube -pump prior to starting the diesel. The action of  ; prelubing a diesel does not invalidate the results of required i surveillance tests. The diesel will perform as demonstrated  : during such tests with or without prelubing of the engine. Prelubing only serves to enhance diesel reliability by minimizing i diesel wear. The warmup period also does not invalidate the results of required surveillance tests. The diesel will continue to be fast started and loaded during performance of SR 4.8.1.1.2.b.3.b. It should be noted that the wording differs l betueen BVPS Unit No. 1 and 2. slightly BVPS Unit No. 1 does not have any additional diesel prelube steps which can be performed. Therefore, the words " preceded by an engine prelube" are not contained in the proposed footnote number (4) wording. This footnote is consistent with the ISTS wording and the recommendation provided in GL 84-15.  ! The proposed addition of footnote number (5), pertaining to  ; diesel generator loading, will clarify that gradual loading as i recommended by the manufacturer of the diesel generator is  ! permitted. This note is intended to minimize the wear and l mechanical stress on the diesel. This footnote is consistent with ISTS wording and the recommendations contained in . NUREG-1366, titled " Improvements to Technical Specifications  ! Surveillance Requirements." For BVPS Unit No. 2 only, the proposed addition of footnote . number (6) pertaining to engine prelube is intended to minimize wear on the diesel during surveillance testing. The . justification for the addition of footnote number (6) is the same as previously discussed for footnote number (4). This footnote is consistent with the ISTS wording and the recommendations provided in GL 84-15. For BVPS Unit No. 2 only, the proposed replacement of the current footnote denoted by double asterisk with the proposed footnote number (6) will make the footnote wording consistent in the specification. The current footnote wording pertaining to warmup l and loading is not applicable to SR 4.8.1.1.2.f since the diesel generators are fast started and are not loaded. Therefore, this wording can be deleted. The addition of the words "from standby i conditions" to SR 4.8.1.1.2.f will better describe the configuration that the diesel generators are required to be in ' prior to starting. These two changes are consistent with ISTS wording. B-10

The replacement of engine speed with voltage and frequency provide an equivalent verification of diesel performance. The addition of voltage and frequency is consistent with the proposed changes to SR 4.8.1.1.2.a.5 and SR 4.8.1.1.2.b.3.b as previously described. The proposed daletion of SR 4.8.1.1.2.g.2 pertaining to pressure testing of the fuel oil system is consistent with ISTS. Regulatory Guide 1.137, titled " Fuel-oil Systems for Standby

  • Diesel Generators," states that Section 7.3 of ANSI N195-1976 requires that fuel oil systems shall provide- for inservice inspection and testing in accordance with ASME Section XI. In addition, for portions of the fuel oil systems for standby diesel generators that are designed to Section III, Subsection ND of the Code, an acceptable method of meeting the requirements of Section 7.3 is to ensure that the system arrangement would allow pressure testing of the fuel oil system to a pressure 1.10 times the system design pressure at ten year intervals. The current wording of SR 4.8.1.1.2.g.2 reflects this requirement to perform a pressure test. The current wording of SR 4.8.1.1.2.g.2 is very restrictive and does not allow use of alternative test methods permitted by the ASME Code. >

If this proposed elimination of SR 4.8.1.1.2.g.2 is approved by the NRC, the ten year Inservice Inspection (ISI) Plan for BVPS Unit No. 2 will include the following requirement:

                  "During each ten year interval of operation, a pressure test will be performed on the diesel generator fuel oil system.        The test will be done according to ASME XI                                !

rule approved at the time of the tests." , By placing the pressure test requirement in the ISI Plan, the use of alternative test methods allowed by ASME would be permitted, therefore allowing additional testing flexibil'ity while still  ; ensuring the integrity of the fuel oil system. The changes in the designations of SR 4.8.1.1.2.e, f, and g are administrative in nature and does not affect plant safety.  ! The revisions to the Bases section for 3/4.8.1, except for the , adding of the definition of standby conditions, are editorial in  : nature and reflect the proposed changes to LCO 3.8.1.1. The deletion of the reference to page 3/4 8-2, for BVPS Unit 2'only, i eliminates an unnecessary page reference since the footnote will  ; now be designated by a unique number. D. SAFETY ANALYSIS The A.C. electrical power sources are designed to provide sufficient capacity, capability, redundancy, and reliability to ensure the availability of necessary power to engineered safety feature (ESF) systems so that the fuel, reactor coolant system,. and containment design limits are not exceeded. The proposed changes to LCO 3.8.1.1 action statements and associated surveillance requirements will continue to ensure that the A.C. electrical power sources will perform as designed. The capacity, capability, and redundancy of the electrical power sources is not affected by this proposed change. The specific number of offsite circuits and diesel generators that are required to be operable remains unchanged. The length of time and number of components that can be inoperable for continued plant operation remains unchanged. The specific parameters, contained in the surveillance requirements, that each component must meet to be determined operable, will be enhanced. Specific criteria for diesel generator voltage, frequency, and starting time will be added. The addition of footnote number (6), for BVPS Unit No. 1  ! only, will allow the extrapolation of test data which is not within the required frequency range. This will ensure that the frequency obtained during testing is consistent with safety analysis assumptions for full loading without requiring additional starting and loading of the diesel generator. The net ' result will be improved diesel reliability, due to less wear from testing, and the verification that accident assumptions for diesel frequency response are met. The proposed changes will provide additional assurance that the diesel generators are performing as assumed in safety analysis. The addition of footnotes number (4), (5) and, for BVPS Unit No. 2 only, number (6), will clarify that certain diesel testing evolutions are permitted which will result in less wear and mechanical stress on the diesels. The proposed changes are intended to enhance diesel generator reliability by eliminating excessive testing which can lead to premature diesel failures. The elimination of the requirement to start a diesel generator, when an offsite circuit becomes inoperable, will not reduce the reliability of the . diesels. An operability concern does not exist for the diesels l' when offsite circuits are inoperable. The current testing schedule for the diesels provides adequate assurance that the operable diesel generators will be capable of performing their intended safety functions during a loss of the offsite circuit (s). When a D/G is made inoperable due to preplanned preventative maintenance or testing, there is not a concern that a common mode failure exists on the remaining D/G. The reason for D/G inoperability is known. When a diesel generator is B-12

Therefore, requiring the starting of the remaining D/G within 1 hour and at least once per 8 hours thereafter, provides no additional safety benefits and can lead to premature diesel failures. Also, the present requirement to perform nine D/G starts in a 72 hour period does not provide any additional safety benefits. This repetitive type testing introduces accelerated D/G wear and provides little additional assurance of D/G availability than what was provided in the previous successful test. A one time start of a D/G, while in an action statement, is sufficient to ensure a loss of safety function has not occurred. The use of the words " standby conditions" in surveillance requirements will ensure that the various surveillance tests are performed at the conditions which reflect accident response conditions. The Bases change will ensure the intent of these words are consistently applied. The proposed deletion of SR 4.8.1.1.2.g.2, for BVPS Unit No. 2 only, does not affect plant safety since this surveillance will be required to be performed under the ten year ISI Plan for BVPS Unit No. 2. Therefore, this change is considered safe based on continued ability of the A.C. electrical power sources to provide sufficient capacity, capability, redundancy, and reliability to ensure the availability of power to ESF systems. The proposed changes are intended to enhance D/G reliability by eliminating excessive testing and permitting additional test evolutions which result in less diesel wear and mechanical stress. The overall result of this change is to enhance the ability of A.C. electrical power sources to perform as originally designed to ensure continued safe plant operation. i i E. The ESF systems will continue to function, as assumed in the safety analyses, to ensure that the fuel, reactor coolant system and containment design limits are not exceeded. The elimination of excessive testing on the diesel generators and permitting additional test evolutions, which result in less diesel wear and mechanical stress, are intended to increase diesel reliability. The increased reliability of the diesels adds to the ability of the A.C. electrical power source to provide power to ESF systems. The proposed additions to the surveillance requirements will provide additional assurance of the ability of the A.C. electrical power sources to provide power to ESF systems. Therefore, this proposed change does not involve a significant reduction in a margin of safety. F. SOURCES AND ONSITE POWER DISTRIBUTION SYSTEMS (Continued) Verifying average electrolyte temperature above the minimum for which the battery was sized, total battery terminal voltage on float charge, connection resistance values and the performance of battery service and discharge tests ensures the effectiveness of the charging system, the ability to handle high discharge rates and compares the battery capacity at that time with the rated capacity. Table 3.8-1 specifies the normal limits for each designated pilot cell , and each connected cell for electrolyte level, float voltage and specific gravity. The limits for the designated pilot cells float ' voltage and specific gravity, greater than 2.13 volts and .015 below - the manufacturer's full charge specific gravity or a battery charger current that had stabilized at a low value, is characteristic of a charged cell with adequate capacity.
