AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGES Pursuant to 10CFR50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. NPF-4 and NPF-7 for the North Anna Power Station Unit Nos. I and 2.

The Technical Specifications limits for quadrant power tilt ratio provide linear heat rate and DNBR protection for the reactor fuel.

However, the reduction of 3 percent reactor power for each 1% by which quadrant tilt exceeds its limit, which is required by Technical Specification 3.2.4, could provide excessive margin between the actual hot channel factor values, and the limits identified in Specifications 3.2.2 and 3.2.3. The additional provision to perform full-core flux mapping, in order to measure the explicit values for the Fgand FAH hot channel factors, will identify the margin available with respect to the

! Technical Specifications limits for these hot channel factors. Flux mapping and the associated power level adjustment would be applicable l only during the first 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after the quadrant power tilt ratio exceeds 1.02. If the quadrant tilt cannot be returned within its limit within the first 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, then the power reduction to 50% power would be required.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not involve an unreviewed safety question as defined in 10CFR50.59.

These proposed changes do not pose a significant hazards consideration as defined in 10CFR50.92. Example iv in the Federal Register dated April 6, 1983, Page 14870, partially states, "A relief granted upon demonstration of acceptable ope ~ation from an operating 1

restriction that was imposed because acceptable operation was not yet demonstrated." The additional flux mapping provided in this proposed change, in lieu of power reductions, in the presence of a quadrant power tilt above 1.02, will provide the necessary linear heat rate and DNBR protection for the reactor core. Thus, the proposed change does not pose a significant hazards consideration.

We have reviewed this request in accordance with the criteria in 10CFR170.22. Since this request involves a safety issue which the Staff should be able to determine does not involve a significant hazards consideration for Unit 1 and a duplicate safety issue for Unit 2, a Class III. license amendment fee and a Class I license amendment fee are required for Unit 1 and Unit 2, respectively. A voucher check in the amount of $4,400'i.s enclosed in. payment of the required fees.
