l Enclosed is a copy of tne Gnal exercise repon for the November 2-3.1994, full-panicipation

plume exposure pathway exercise of the offsite radiological emergency response plans site-specific to the South Texas Project Electric Generating Station. The State of Texas, hiatagorda County, and the Cities of Palacios and Bay City panicipated in this exercise. The final exercise l report was prepared by the Federal Emergency hianagement Agency (FEh!A) Region VI staff.

i A copy of this repon will be provided to the State of Texas by the FEhfA Region VI staff.

1 There were no Deficiencies or Areas Requiring Corrective Action during this exercise. There were. however. eighteen Areas Recommended For Improvement identified.

Based on the results of the November 2-3. 1994, exercise, the offsite radiological emergency ,

l response plans and preparedness for the State of Texas and the affected jurisdictions, site-specific l to the South Texas Project Electric Genemting Station, can be implemented and are adequate to j provide reasonable assurance that appropriate measures can be taken offsite to protect the health i and safety of the public in the event of a radiological emergency at the site. Therefore, the Title l 44 CFR, Part 350, approval of the offsite radiological emergency response plans and '

preparedness for the State of Texas site-specific to the South Texas Pmject Electric Generating Station, granted on April 8,1988, will remain in effect.
