DOCKET NOS. 50-266 AND 50-301 MODIFICATION OF IMPLEMENTATION OF NUREG-0578 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 This lettar is to inform you of proposed minor changes to commitments made in response to the implementation instructions of NUREG-0578, Short-Term Lessons Learned.

Specifically, it is intended to modify our December 31, 1979 letter on this topic wherein it is stated that the Duty and Call Technical Advisor (now the Duty Technical Advisor [DTA]), when not in the plant, will be housed on site in the Energy Information Center.

It is our intent to incorporate improved DTA quarters in the newly constructed site boundary control center.

In view of the slightly longer distance to be traversed, a dedicated four-wheel-drive high-clearance vehicle will be provided for the DTA.

Several trial runs have verified that the minimum response time of ten minutes can easily be maintained using this dedicated vehicle.

Should conditions of adverse weather develop such that this response time cannot be met or that on-site shift augmentation is necessary, the DTA will come into the plant with the augmenting crew.

The dedicated vehicle is the vehicle formerly assigned to the senior Duty Chemistry and Health Physics Supervisor.

Experience has demonstrated that this vehicle is not necessary as the senior Duty Chemistry and Health Physics Supervisor can be brought to the plant site using one of the remaining five vehicles by another of the key personnel if necessary.

It is our knowledge and belief that these changes are minor in nature and do not affect our commitment to the requirements of l

NUREG-0578.

Since the requirements of NUREG-0578 are satisfied, we i

believe that these changes can be made without further regulatory l

approval.
