This is in response to a telephone conversation on April 13, 1982, between Mr. Glen Reed of your staff and Mr. W. Axelson of my staff regarding further discussion of our March 30, 1982, lettar to you relevant to minimum shift staffing.
Our staff reviewed your February 18, 1982, response regarding minimum shift staffing as your final position relevant to that issue. You were specifi-cally requested to submit that position as indicated in our Confirmation of Action Letter of January 21, 1982, which was agreed upon with your staff.
Accordingly, we reviewed that submittal with particularly attention directed toward Attachment 2.
That attachment indicated what WEPCO will have onshift by July 1, 1982, or other date approved by the commission.
In summary your proposed minimum shift staffing included:
1 Shift Supervisor (SRO) 1 Operating Supervisor (SRO/RO) 2 Control Operators (RO) 4 Auxiliary Operators 1 Technical Advisor onsite (STA)
In addition to the nine personnel above, a Rad / Chem Technician was to be on shift for 88 of 168 hours0.00194 days <br />0.0467 hours <br />2.777778e-4 weeks <br />6.3924e-5 months <br /> per week. However, no credit can be taken for the Rad / Chem Technican because 10 CFR 50.47(b)(2) requires staffing "at all times."

Table B-1 of NUREG-0654 requires, for two unit operation, twelve person-nel onshift. Those specific major tasks which you do not provide with a dedicated and qualified individual onshift at all times are as follows:
1 Operating Supervisor (must be an SRO) j 3 Control Room Operators (must be licensed R0s; you provide only two) 1 Notification / Communications Communicator (you have assigned this to an A0) 1 Rad / Chem Technician (not maintained onshift at all times)
Because you will maintain four Auxiliary Operators onshift at all times (Table B-1 only requires three), we find that the additional Auxiliary Operator can perform the required dedicated task of "In-Plant Survey / Health Physics" as per Table B-1 of NUREG-0654. We made this finding based on your commitment to have all Auxiliary Operators trained and qualified to perform normal and emergency health physics work at the Radiation Control Operator level.
However, we now understand from the conversation from Mr. Reed that one of the four Auxiliary Operators will be a licensed operator and your intent is to use him as your required third Control Room Operator. We find that acceptable. However, this opens up another deficiency in your minimum shift staffing.
If you plan to use the fourth A0 as an A0/RO, then another individual qualified and trained as a Radiation Control Operator or another A0 must be maintained onshift at all times.
We will discuss this issue during the May 6, 1982, enforcement meeting.
