-( d psos grie DOCKET NOS. 50-266 AND 50-301 EMERGENCY PREPAREDNESS CONFIRMATION OF ACTION POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 The following information is provided in response to your Confirmation of Action letter of January 21, 1982:

On-site Emergency Organization This information is provided in a separate letter to you dated February 18, 1982.

Emergency Plan Training / Retraining The Emergency Plan Training Program is complete and has been approved in accordance with established f

administrative procedures at Point Beach Nuclear Plant.

The Emergency Plan Retraining Program will be completed and approved by March 1, 1982.

The lesson plans to formally document the scope and content of the training and retraining programs will be completed by July 31, 1982.

These lesson plans will follow a format defined by the plant Training Group lesson plan format guide.

Implementing Instructions The Point Beach Nuclear Plant Emergency Plan Implementing Procedure for classification of an emergency is EPIP 1.1,

" Initial Classification".

G. Keppler February 18, 1982 in this procedure will be revised as agreed with Mr. W. Axelson of your staff on January 14, 1982.

These revisions will be completed by March 18, 1982.

EPIP's 2.3, 3.3, 4.3, and 5.3, which address off-site notification, will be revised such that the authority to notify state and local government agencies promptly is delegated to the Shift Supervisor in the control room if a Duty & Call Superintendent cannot be reached.

The procedures will be modified and appropriate training will be conducted by March 18, 1982.

Meteorological Instrumentation Instrumentation for a meteorological measurements program in accordance with Regulatory Guide 1.23 (February 17, 1972) will be installed by May 18, 1982.

This instrumentation is part of the meteorological monitoring system outlined in our letter of December 29, 1981 to Mr. H.

We are currently in the process of ordering the equipment and do not at this time anticipate any procurement problems.

However, if any procurement problems do arise, we will notify NRC Region III within five working days of our learning of those problems.

The meteorological instrumentation to be installed prior to May 18, 1982 will measure wind speed and wind direction at the 10 meter level and provide measurement capability for o0 (standard deviation of horizontal wind direction) or AT (temperature difference between 10 meters and 45 meters above grade).

If the 00 or AT system cannot be installed prior to May 18, 1982, we will implement a procedure to compare the horizontal wind direction chart recorder trace to sample traces for stability class determination.

Point Beach Nuclear Plant Emergency Plan Implementing Procedure EPIP 1.5,

" Protective Action Evaluation", addresses the evaluation of the dose projection calculated in EPIP 1.4,

" Radiological Dose Evaluation".

EPIP 1.5 will be revised to require the consideration of protective action recommendations over a sector of 90 degrees centered on a line defined by the average wind direction.

Wind direction average will be determined from near-term historical data as well as predictive data received from the National Weather Service.

This procedure will compensate for potential uncertainties associated with plume trajectories.

Unusual Event Notification Procedure The State of Wisconsin Division of Emergency Government (DEG) has in the past asked that it not be notified for an Unusual Event.

Ilowever, in response to recent discussions with NRC, DEG has reconsidered its waiver of that notification.

Our notification procedures will be revised by March 1, 1982 to include notification of the DEG for Unusual Events.

Manitowoc and Kewaunee counties have always and will continue to be part of the off-site notification procedure for an Unusual Event.

In addition to providing a response to your January 21 letter, this letter fulfills the request in your February ll, 1982 letter for a response to Appendix A within 30 days.
