DOCKET NOS. 50-266 AND 50-301 EMERGENCY PREPAREDNESS IMPLEMENTATION APPRAISAL REPORT APPLICATION FOR WITHHOLDING FROM PUBLIC DISCLOSURE POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Your letter dated February 11, 1982 transmitted a report on the results of a special appraisal of the emergency preparedness program at the Point Beach Nuclear Plant conducted by your staff during the period of January 4-15 and 20, 1982.
Certain of the information contained in this report, entitled " Emergency Preparedness Implementation Appraisal Report", contains information which we believe to be exempt under 10 CFR 9. 5 (a) (4) from public disclosure.
The enclosed affidavit, submitted in accordance with the provisions of 10 CFR 2.790 (b) (1), identifies the specific portions of the report which should be withheld from public disclosure and contains a statement of the J
reasons which are the bases for the claim that the information should be withhold.
Therefore, we hereby request that the information identified in the enclosed affidavit be removed from the attachments to your February 11, 1982 letter prior l
to public disclosure of such letter and attachments by distribution or by placement in the Public Document Room.
We further request that the attachment to the enclosed affidavit, which identifies the specific information sought to be withheld, be likewise removed from any copies of this letter used for public disclosure and be withheld pursuant to 10 CFR 2.790(d).

I am an Assistant Vice President and director of the Nuclear Power Department fcr Wisconsin Electric Power Company (Licensee).
As such, I have the function of reviewing the proprietary information 4
sought to be withheld from public disclosure in connection with the Point Beach Nuclear Plant and am authorized to apply for withholding such information on behalf of the Wisconsin Electric Power Company.
- 2. to this affidavit identifies certain paragraphs contained in the " Emergency Preparedness Implementation Appraisal Report" transmitted with Mr. James G. Keppler's letter to Wisconsin Electric Power Company dated February 11, 1982.
These paragraphs contain information concerning Licensee's physical protection and safeguards plans for the Point Beach Nuclear Plant.
In accordance with the provisions of 10 CFR Section 2.790 (d), this information is deemed to be commercial information within the meaning of 10 CFR Section 9.5(a) (4) and should be I

in Attachment 1 revised paragraphs which may be substituted for the paragraphs presently in the report.
These revised paragraphs have been edited to remove the sensitive information and are suitable for public disclosure.
