Gentlemen: b DOCKET NOS. 50-266 AND 50-301 DUTY AND CALL TECHNICAL ADVISOR TRAINING POINT BEACH -NUCLEAR PLANT , UNITS 1 AND 2 This letter is a response to NUREG-0737 concerning the qualification and training of the Duty and Call Technical Advisor (DCTA) assigned at the T nnt Beach Nuclear Plant, Units 1 and 2.

The duties, responsibil: ties, authority, availability, work activity, and location of the DCTA have been spelled out in previous submittals to the NRC in response to NUREG-0578 and will not be addressed in this letter.

The Point Beach Nuclear Plant DCTA training prs g am and a comparison of that program with Sections 5.0 and 6.0 of the Institute of Nuclear Power Operations (INPO) document entitled

" Nuclear Power Plant Shift Technical Advisor - Recommendations for Position Description, Qualifications, Education, and Training" are submitted with this letter. Sections 5.0 and 6.0 of the aforementioned INPO document are designated by the NRC as an acceptable approach for the selection and training of personnel to staff the DCTA position. The training program enclosed establishes the experience, education, and training requirements that a DCTA candidate meets prior to being designated as a DCTA.

The training program also establishes the DCTA retraining requirements.

At present, there are no plans to phase out the DCTA program at Point Beach; in fact, we believe this arrangement to be prererable to the option of having college degree persons as Shift Supervisors. Any requirement that a Shift Supervisor must have a college degree would have a significantly adverse impact on the recruiting, retraining, and motivating of licensed personnel.

COMPARISON OF THE POINT BEACH NUCLEAR PLANT DCTA TRAINING PROGRAM WITH SECTIONS 5.0 AND 6.0 OF INPO DOCUMENT ENTITLED " NUCLEAR POWER PLANT SHIFT TECHNICAL ADVISOR -

RECOMMENDATIONS FOR POSITION DESCRIPTION, QUALIFICATIONS, EDUCATION, AND TRAINING", REVISION 0, DATED APRIL 30, 1980 AS AMENDED AUGUST 30, 1980 EXPERIENCE INPO PBNP (Credited) (Months)

The total nuclear experience requirement by INPO E.nd PBNP is 18 months. Credit is gained as follows:

Military Plant 6 12 Plant Specific 12 12(1)

System Training 3 3 The number of months allowed from military plant experience was increased from a six to 12 month requirement because the number of transients and plant operations that occur are normally more than the number of transients from a commercial power plant during the same period. Plant-specific experience is normally 12 months. It can be reduced to six months in those cases where at least 12 months of experience has been obtained from another PWR plant.

In addition to the normal nuclear experience recommended by INPO, the Technical Advisor is required to receive a total of 32 hours3.703704e-4 days <br />0.00889 hours <br />5.291005e-5 weeks <br />1.2176e-5 months <br /> of experience at the different plant watch stations and complete minimum fire brigade requirements.

EDUCATION .

INPO PBNP (Reauired Hours)

Prerequisites 270 270 College Level Work 520 520 The Point Beach Nuclear Plant education requirements are based upon a normal curriculum for an engineering or science degree. The INPO program reccmmends education in specific subject areas, i.e., reactor theory, reactor chemistry, nuclear materials, etc., which normally only a BS nuclear engineering graduate would receive in college; however, BSME's receive more extensive training (1) Six months if 12 or more months were spent at another PWR.

Therefore, the Point Beach program accepts a combina-tion of college courses, i.e., modern physics, inorganic chemistry, "

strength of materials, etc., and plant-specific training or previous non-plant specific training (SRO training course, Navy nuclear power school, etc.) to meet the intent of the INPO education requirements in these subject areas.

management skills and administrative controls to a combination of applied fundamentals, plant systems, transient analysis, and r emergency procedures where it is felt the emphasis should be placed. i The simulator hours in the Point Beach program reflect only those hours actually spent at an off-site simulator. Much of the i discussion required by the INPO simulator program is completed {

during the accident analysis / emergency operating procedure phase l of training.

(2) Point Beach Nuclear Plant requirement for management skill l training can be substantially less because Point Beach uses ,

sophisticated personnel selection processes and examinations which better assure that Point Beach personnel have the  :
