w DOCKET NOS. 50-266 AND 50-301 STATUS OF DUTY AND CALL TECHNICAL ADVISOR TRAINING POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In your letter dated October 30, 1979, the NRC provided general guidelines concerning training requirements for the Shift Technical Advisor position (referred to as Duty and Call Technical Advisors or DCTA's at the Point Beach Nuclear Plant) and indicated that their training requirements should be completed by January 1, 1981.
We committed in our letter of December 31, 1979 to provide this additional training by January 1, 1981.
Mr. Eisenhut's preliminary clarification letter dated September 5, 1980 reiterated this training deadline and endorsed training recommendat' ns for DCTA's developed by the Institute for Nuclear Power OLarations (INPO) which involve substantially increased training time when comcared to those outlined in your October 30, 1979 letter.
This letter is to advise you that the Shift Technical Advisor training at the Point Beach Nuclear Plant, as now envisioned, cannot be completed by January 1, 1981.
We therefore request an extension of that deadline to March 1, 1981.
The original Point Beach training plan for DCTA's consisted of approximately 270 contact hours of training and began in May 1979.
The training plan recommended by INPO requires approximately 615 contact hours.
Our revised Point Beach plan now requires approximately 515 contact hours.
As of October 13, 1980, 325 of these 515 hours0.00596 days <br />0.143 hours <br />8.515212e-4 weeks <br />1.959575e-4 months <br /> had been completed.
However, in the twelve weeks remaining in 1980, seven weeks will be taken up by the Point Beach Unit i refueling and the end of the year holiday period.
Although we have completed significantly more training

hours than was envisioned at the time of our December 31, 1979

Mr. Harold R. Denton November 3, 1980 You should be aware that the personnel assigned to the DCTA position at the Point Beach Nuclear Plant are all college graduate engineers and scientists with substantial PWR experience which averages four years.
All Technical Advisors have regular assignments as in-plant engineers, with the majority of individuals intimately involved in many of the activities that take place during refueling.
While these assignments limit the amount of time that can be devoted exclusively to DCTA training, they significantly contribute to the individual's knowledge of the plant and to the overall safe operation and maintenance of the units.
We believe an extension of the deadline is justified in view of the DCTA training already completed, the recently increased scope of DCTA training recommended, and the limited time available to complete this increased training.
We will, by the March 1, 1981 date, advise you of the complete DCTA training program, including demonstration of conformance with the September 5, 1980 recommendations and will provide our description of the long-term Shift Technical Advisor position as we envision it.
