DOCKET NOS. 50-266 AND 50-301-EMERGENCY OPERATIONS FACILITY LOCATION POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 It is our understanding that the NRC Commissioners are about to consider Wisconsin Electric Power Company's request to locate the Emergency Operations Facility for Point Beach Nuclear.

Plant at our corporate headquarters which -is beyond the guideline distance contained in NUREG-0696. We originally submitted this request to the NRC in a letter to Mr. We J. G. Keppler, Region III Administrator, dated April 6, 1982. understand that the NRC staff has completed a review of this request and that this review will be presented to the Commissioners for a decision.

We request that you advise us of the date and time We at which the Commissioners will be considering this matter.

would also appreciate receiving a copy of the staff's recommendation prior to consideration by,the Commissioners so that we may determine

whether a short presentation by Wiscon's'i'n Electric representatives concerning the merits of our request would benefit the Commissioners' understanding of our position.

EM.ERGENCY OPERATIONS FACILITY LOCATION POINT BEACH NUCLEAR PLANT, UNITS 1 Ah3 2 On March 30, 1983 we sent you a letter requesting a copy of the NRC Staff's recommendation to the Commissioners regarding Wisconsin Electric Power Company's request to locate the Emergency Operations Facility (EOF) for the Point Beach Nuclear Plant at our corporate headquarters. We indicated that, based on our review of the Staff's papers, we may request permission to appear before the Commissioners to provide a short presentation.

concerning the merits of our request. -

We have now been advised that NRC policy is to withhold such Staff papers until after consideration by the Commissioners.

Accordingly, we hereby request that we be informed of the date, time, and. location for the Commission meeting at which the paper concerning the location of the Point Beach EOF will be considered.

We also request that we be permitted to address the Commissioners to ensure that our position on the location of the EOF is adequately understood.
