District Letter dated August 3,1981 District Letter dated October 26, 1981 District Letter dated June 1,1981 District Letter dated April 23, 1982 On June 23, 1982, Mr. Steve Ramos met with R. A. Dieterich and E. W. Bradley to discuss some issues concerning the NRC Staff acceptance of our proposed Emergency Operations Facility location. On July 8, 1982, E. W. Bradley met with Mr. Bobby Faulkenberry and Mr. Ken Scown, of NRC Region V, to discuss the resolution of the outstanding issues. This letter provides solutions to the issues that are mutually agreeable to both the District and NRC Region V.

NRC Space in the TSC and E0F The June 1,1981, District letter includes a figure of the TSC Room Arrangement that shows two conference rooms. The conference room on the right (east) will be dedicated for use by the NRC. A comparable room will be made available adjacent to the District area, including a door and window into the District area, in the proposed E0F.

Space for one NRC individual will also be made available next to the District's Environmental Threat Assessment work station.

E h.4 DARRELL G EISENHUT July 16, 1982 TSC and E0F Space The final TSC location includes 1825 square feet of floor space of which 215 square feet are available for the NRC in the east conference room. This provides approximately 73 square feet per individual, assuming 25 people within the TSC.

The proposed E0F location includes approximately 6400 square feet of available space of which approximately 675 square feet would be designed adjacent to the District area.

Communications NRC Region V will order the necessary equipment to install the NRC ENS and HPN telephone systems within the TSC and E0F. These two systems will be located within the space designated for the NRC with an extension of the HPN at the Environmental Threat Assessment work station. The District will also provide a District telephone extension and an outside telephone line in the NRC area for both the TSC and E0F. The attached figures provide an overall picture of the comunications proposed for the Emergency Response Facilities.

Nearsite NRC Location The Nearsite NRC location will be designated as the NRC Site Inspector's Office.

This location is equipped with a District telephone extension,*two outside tele-phone lines, a facsimile machine with a separate outside telephone line, the ENS and the HPN.

Transportation between the E0F and TSC Excellent highway systems exist between the Rancho Seco Site and the District Headquarters locations. Travel times of forty (40) minutes are not unreasonable.

If this time is too long, a helicopter shuttle can be arranged. Helicopter landing spots have been designated at Rancho Seco and at the 59th Street District storage yard. The District has under contract a helicopter service company and helicopters are also available by request through the State Office of Emergency Services. Resources include the Air National Guard,11ather Air Force Base and McClellan Air Force Base.
