, SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGES i

By our letter dated July-1, 1983, Serial No. 264A, Vepco proposed changes to the Technical Specifications for North Anna Power Station, Unit Nos. I and 2 to reflect the reorganization in the Nuclear Operations Department, Security Department and the change in the responsibilities and title of the Executive Vice President-Power. The proposed changes enclosed supplement our above referenced license amendment application.

The enclosed changes reflect the most recent reorganizations within the Nuclear Operations Department, Environmental Services Department and Mainte-nance and Performance Services Department.

These proposed Technical Specification changes affect both the North Anna 1 and 2 Appendix A and B Technical Specifications. If these proposed Technical Specification changes are approved prior to January 1, 1984, the changes to Appendix B must be incorporated into the Part 1 - Radiological Environmental Technical Specifications. On January 1, 1984, the Part 1 - Radiological Environmental Technical Specifications are to be deleted (refer to Amendments 48 and 31 for North Anna Unit Nos. I and 2, respectively) from the Appendix B Technical Specifications. Therefore, these changes to Appendix B will not be necessary.

The proposed changes to the North Anna Unit 1 Appendix A and B Technical Specifications are provided in Attachments 1 and 2, respectively. The proposed changes to the North Anna Unit 2 Appendix A and B Technical Specifications are provided in Attachments 3 and 4, respectively. A discussion of the proposed changes is provided in Attachment 5.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not involve an unreviewed safety question as defined in 10 CFR 50,59.

Example (i) in the Federal Register, dated April 6, 1983, Page 14870 partially states, "A purely administrative change to the Technical Specifications." These proposed changes are administrative in nature and do not pose a significant hazards consideration because they in no wa:r involve a significant reduction in the safe operation of the plant.

We have reviewed this request in accordance with the criteria in 10 CFR 170.22. Since this request supplements our previous license amendment appli-cation referenced above, no additional license amendment fee is required.
