AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses NPF-4 and NPF-7 for the North Anna Power Station, Unit Nos.

I and 2. The proposed changes are enclosed.

The proposed changes add additional Accident Monitoring Instrumentation and Instrumentation for Detection of Inadequate Core Cooling in accordance with the requirements of NUREG-0737, Items II.F.1 and II.F.2, respectively. The Accident Monitoring Instrumentation Items added are: Noble Gas Effluent Monitors-II.F.1.1, Containment High Range Radiation Monitors-II.F.1.3, Containment Pressure Monitors-II.F.1.4, Containment Water Level Monitors-II.F.1.5, and Containment Hydrogen Monitors-II.F.1.6. All additional instrumentation systems of Item II.F.1 have been installed, tested, and are operational except for the North Anna Unit 1 Containment High Range Radiation Monitors. These monitors require a final in-situ calibration in order to be considered operational. The Instrumentation for Detection of Inadequate Core Cooling has also been installed, calibrated and is considered operational.

Final implementation of these systems must be coordinated with the implementation of the revised emergency operating procedures prior to issuance of this amendment. The proposed Technical Specification changes for NUREG-0737, Items II.F.1 and II.F.2 are provided in Attachment I with discussions of the proposed changes in Attachment 2 and 3, respectively.

This requese has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not pose an unreviewed safety question as defined in 10 CFR 50.59 or a significant hazards consideration as defined in 10 CFR 50.92.

Since this request involves a safety issue which the Staff should be able to determine does not involve a significant hazards consideration for Unit 1 and a duplicate safety issue for Unit 2, a Class III license amendment fee and a Class I license amendment fce are required for Unit I and Unit 2, respectively. A check in the amount of $4,400 is enclosed in payment of the required fees.
