AMENEMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES Pursuant to 19 CFR 50.90, the Virginia Electric and Power Company requests an ,

amendment, in the form of changes to the Technical Specifications, to Operating Licenses NPF-4 and NPF-7 for North Anna Power Station, Unit Nos. I and 2. The proposed changes are enclosed.

The proposed changes are to include the Radiological Effluent Technical  :

Specifications into the North Anna Units 1 and 2 Appendix A Technical Specifications and delete all radiological sampling, monitoring and reporting requirements from the Appendix B Technical Specifications. These changes are requirements that are in accordance with NUREG-0472, Revision 3. The proposed changes to the Appendix A and B Technical Specifications are provided in Attachment 1. Justifications for deviating f rom NUREG-0472, Revision 3 are provided in Attachment 2. Attachment 3 provides the justification for changing the sampling frequency of the Waste Gas Decay Tank from at least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to once per month when radioactive materials are being added to the tank.

/ l Enclosed as Attachments 4 and 5 are the North Anna Power Station Offsite Dose l' Calculation Manual and Process Control Program. The Offsite Dose Calculation Manual and Process Control Program are also requirements of NUREG-0472, j/g Revision 3 but are not to be included in the proposed changes to the Technical Specifications. These documents have been approved by the Station Nuclear l gge Safety and Operating Committee. '

1. Offsite Dose Calculation Manual and Process Control Program be fully implemented by January 1, 1984. This will enable enough time to develop procedures and fully train personnel.

This request has been reviewed and approved by the Station Nuclear Safety and  !

Operating Committee and the Safety Evaluation and Control staff. It has been i determined that this request does not involve an unreviewed safety question as  ;

defined in 10 CFR 50.59. .

Since this request involves a safety issue which the Staff should be able to determine does not pose a significant hazards consideration for Unit I and a duplicate safety issue for Unit 2, a Class III license amendment fee and a Class I license amendment fee are required for Unit I and Unit 2, respectively. A voucher check in the amount of $4,400 is enclosed in payment of the required fees.
