SOUTH MISSISSIPPI ELECTRIC POWER ASSOCIATION NOTICE OF ISSUANCE OF AMENDMENT OF FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Commission (the Commission) has Msued Amendment No.1 to Facility Operating License No. NPF-13, issued to Mississippi Power and Light Company, Middle South Energy, Inc., and South Mississippi Electric Power Association (the licensees), which revised Technical Specifications for operation of the Grand Gulf Nuclear Station, Unit No.1 (the facility) located in Claiborne County, fit ssissip,,1-The amendment is effective as of the date of issuance.
The amendment consists of a change to the Technical Specifications. The change to the Technical Specifications was as follows:
(1) In Table 3.6.6.2-1, change the maximum isolation time for secondary containment isolation valve P11-F062 (Cond. & Refuel Water Transfer Aux. Bldg. Isol. Valve) from 4 to 9 seconds.

The Commission has detemined that the issuance of this anendment will not result in any significant environmental impact and that pursuant to 10 CFR Section Sl.5(d)(4) an enviromental impact statenent, or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
For further details with respect to this action, see (1) the application for amendment dated June 23, 1982; (2) Amendment No. 1 to License NPF-13 dated June 30,1982; and (3) the Commission's evaluation in its letter to the licensee dated June 30, 1982.
