The U. S. Nuclear Regulatory Comission (the Comission) has denied a J
' request by System Energy Resources, Inc., (the licensee) for an amendment to facility Operating License No. NPR-29, issued to the licensee for operation of the Grand Gulf Nuclear Station, Unit 1, located in Claiborne County, Mississippi. Notice of Consideration of Issuance of this amendment was published in the FEDERAL REGISTER on September 28,1988(53FR37886).
The purpose of the licensee's amendment request was to revise the Technical Specifications (TS) to allow the fuel. transfer gate to be in place during refueling when the reactor cavity is flooded and either the Emergency Core Cooling System (ECCS) or the suppression pool is inoperable.
The NRC staff has concluded that the licensee's request cannot be granted.
The -licensee was notified of the Comission's denial of the proposed change by letter dated June 13, 1989.
By July 20, 1989, the licensee may demand a hearing with respect to the denial described above. Any person whose interest may be affected by this proceeding may file a written petition for leave to intervene.
A request for hearing or petition for leave to intervene must be filed with the Secretary of the Comission, U. S. Nuclear Regulatory Comission, Washington, D.C., 20555, Attention: Docketing and Service Branch, or may be delivered to the Comission's Public Document Room, the Gelman Building, 2120 L Street, N.W., Washington, D.C., by the above date.
