SOUTH MISSISSIPPI ELECTRIC POWER ASSOCIATION DOCKET NOS, 50-416 f40TICE OF ISSUANCE OF AMENDMENT T_0 FACILITY OPERATING LICENSES The U.S. Nuclear Regulatory Commission (Commission) has issued Amendment No. 51 to Facility Operating License No. NPF-29, issued to Mississippi Power and Light Company, System Energy Resources, Inc., and South Mississippi Electric Power Association to change the Operating License and the Technical Specifications to incorporate changes resulting from the May 26, 1987 revision to 10 CFR Part 55, "Operators' License," for the Grand Gulf Nuclear Station, Unit 1, located in Claiborne County, Mississippi.
The amendment is effective as of the date of issuance.
The application for the amendment complies with the standards and j
requirements of the Atomic Energy Act of 195a. as amended (the Act), and i
the Commission's rules and regulations. The Comission has made appropriate findings, as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.
Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the FEDCRAL REGISTER on August ?5, 1988 (53 FR 324851 No request for a hearing or petition for leave to intervene was filed following this notice.

2 The Comission has prepared an Environmental Assessment related to the action and has determined not to prepare an environmental impact statement.
Based upon the Environmental Assessment, the Comission has concluded that the is:;uance of this amendment will not have a significant effect on the quality of the human environment.

(1) the application for amendment dated December 16, 1987, as revised August 5,1988,(2) Amendment No. 51 to License No. NPF-29, and (3) the Commission's related Safety Evaluation and Environmental Assessment. All of these items are available for puolic r
