The ate-had report of a spanial inspection of the subject facility by

Mr. J. F. Stohr on March 29 - April 1,1971, sade in conjunctica vith the

licensee's request to convert thate operating license to a " possess but

not operata" category, is forwarded for Headquarters distribution.

This report provides the supporting details to a telecon with Mr. 21sso on

April 1. 1971. and a followup W I submittad to you on April 5, 1971, in

which it was rec ===nr'ad that the then pending issuance of Jeandment 9 to

the operating license (conversion to possess but not operata) be consuunated.

Four exceptions to the licensas's desetivation report were identified; however.

these itsms were considered by Region I not to be pertinent to the pending

l

licensing action. It is noted that Amendmene 9 to the itennae was issued on

April 3,1971.

The inspection also included a review of plant operations since the last

inspection. This review revealed four itama of acuccupitance, three of which

were of limited significance in 11.',t of the deactivated status of the plant.

)

The fourth itse pertains to the lack of records of radioactive liquid releases.

l

The report providas the probabla explanation for this situation. We have no

indication that limits were exceeded, so that it appears to be simply a matter

'

of supportive docismentation. An AEC Fora 592 has been issued calling for a

response to the last itsa only. Its our undarstanding that the licensee has

an investigation underway and is hopeful of being able to reconstruct the

recorda as necessary should they not locate the original records.
