SUBJECT:
UNAUTHORIZED POSSESSION OF RADIOACTIVE MATERIAL
REFERENCES:
(1) Memo from B. Singer to G. Roy dated February 22, 1977 (2) Track Item No. H01516F1 (3) Byproduct Material License No. 20-01010-04 Based on the above referenced memo, I visited the U.S. Army Materials and Mechanics Research Center in Watertown, Massachusetts on March 9,1977.
I spoke with the following individuals:
Mr. Sidney Levin, Chief, Radiation and Occupational Safety Branch Dr. John J. Antal, Research Physicist 1
Upon the inspection of the licensee's facilities, I found the if censee to be in possession of two (2) Californium - 252 Sources.
Source I: SR-Cf-289-CZ (5136 micograms 252-CF on 8-31-76) (2.671 Curies) was being used in a test cell.
Source II: SR-CF-206-Z (58.7 micograms 252-CF on 5-6-76) (31 millicuries) was being stored in a test cell (no electronics present).
Strictly speaking, the licensee was not authorized for possession of Source I since License Condition 70 limited the Sealed Sources to Savannah River Operations Office Models SR-CF-100 through SR-CF-199.
The licensee stated that both Sources were essentially identical (physically) with Source SR-CF-162 which was returned to Savannah River on 9-23-76, the day Source I (SR-CF-289-CZ) was received. The associated paperwork for this transfer has been attached as follows:
Source I: See attachment I Source II: See attachment II On March 10, 1977, I contacted Mr. A. R. Boulogne, of the Nuclear Materials Division at the Savannah River Laboratory to inquire as to the differences in Source numbers. Mr. Boulogne stated that physically, all sources identified from SR-CF-100 through SR-CF-999 were essentially identical, except for minor changes. These were all considered as Series 100 Sources.
Mr. Boulogne also stated that there was a Series 1000, 2000 and 3000 but that these were different sources altogether.

4 It appears, therefore, that the licensee had not exceeded his possession limit at this time, but might have exceeded it during the time period before the license ammendment had been issued in November of 1976. I confirmed that this " extra" source was maintained in storage during this time period and was not utilized by the licensee.
Mr. Frederick Combs of the Radiosotopes Licensing Branch (RLB) of NRC:HW was notified of my findings by telephone on March 10, 1977.
The licensee was notified on the same date and requested to send RLB a request to amend the license. No further action seems warranted at this time. Mr. Phil Jerman of NRC-Region I stated that a routine inspection of the licensee would probably be performed within the next two to three months.

SR-Cf-239-CZ contained 5136 microgrois Cf 23% on August 31, 1976.
A source information sheet is enclosed.
As you requested, the source is encapsulated in Zircaloy-2 with a Zircaloy-2 eyelet to which is attached approximately S feet of nylon lacing tape and a brass identification tag.
Shipment was made in SRL 4.5-ton Californium Shipping Cask USA /
6642/B, SR-4, via Tri-State Motor Transit Company in ex:1usive use service on government bill of lading K-0339502 with T. O., Army Materials and Mechanics Research Center, Watertown, MA, as shipper.
Estimated date of arrival is September 22, 1976.
Enclosed is our form NOTIFICATION OF RECEIPT OF 2szCf INDUSTRIAL SOURCE which we request you complete and return upon receipt of the shipment.
