U. S. ARMY MATERIAL RESEARCH AGENCY - WATERTOWN ARSENAL DOCKZT NO. 50-47 The attached report by our field inspector of a visit to the subject facility on February 27 and 28, 1968 is forwarded for information.
In a letter dated March 1, 1968 to DRL, the licensee described the facility modifications which were made in anticipation of obtaining authori::ation to operate at 5 MW.
The licenses was told by our inspector that pending review and approval by DRL of the facility modifications, any reactor operation would be in non-compliance with 10 CFR 50.59 Our telephone conversations with DRL indicate that no problems are anticipated in completing the review prior to the scheduled startup date for the facility, March 25, 1968.
A Form AEC 592 was not issued for the slight radiation over-exposure incident. The licensee's follewup actions in this matter were prempt, effective and in compliance with 10 C7R 20.405.
We have some reservations about the safety aspects,of removal of a beam tube with the pool full of water. Our inspector will evaluate this matter during a return visit during the last week of March 1968.
