The reacter has cet been extensively used as yet, due to 1=Hng of pool water through the ecccrete shield. There is no haalth or safety problem in this lenMm; va+ar, however.

The operatir4 staff has taken advan'ge of this time to mudas many traisirg rans. O'Connor sta*ad that he cow has four additional people, besides h%1f and Richard Stanton, who he believes are qttalified to take the operator's license e==4 nation. In our judgement, the reactor has been and will be operated with negligible risk of hazard to the health and safety of the public.
