SUBJECT:

STENT GENERATOR INTERNAL FEEDWATER HEADER REPLACEMEllT On May 18,1982 discussions were held between J. !!attimoe, two Bfdl representatives and members of the NRC staff on the above subject.

The purpose of the discussions was to inform the NRC staff abou t anticipated modifications to be made to the Rancho Seco steam generator arf distribution headers. The proposed modifications centered around 1) deactivation and stabilization of the existing internal arf headers and 2) installation of an internal ARI ring header.

Our understanding of the agreements reached during these discussions is as follows:

1) S!!UD may proceed with the drilling of the 5 inch holes in the steam generator shell, provided a 10 CFR 50.59 review has been completed and approved by the PRC and MSRC.
2) An analysis indicating that the ASitE B&PV Code requirements have been met shall be completed, and all procedures necessary for the modifications shall be written and receive PRC review.
3) The design of the ARI external header will be reviewed by the NRC prior to its installation.
4) The NRC will approve the method of internal header stabilization prior to the stabilization work being performed.
5) The plant will not be started up until written approval from the NRC is received.

Subsequently, during a April 20, 1982 telephor,e conversation, SMUD agreed to provide a written work scope for attaching the nozzle flange prior to initiating work on the steam generator.
