Dear Mr. Stolz:

Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating License No NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.

This application requests that the Davis-Besse Nucicar Power Station Unit 1 Technical Specifications, Appendix A, be revised to reflect the changes attached. The proposed changes involve Table 3.7-3.

Attachment 1 identifies snubbers which were removed and relocated during the modification to the Steam Generator Auxiliary Feedwater Header and provides a r,afety evaluation for the change. Attachment 2 provides the safety review action to justify the Technical Specification change in Attachment I and safety analysis to support the modification to the Auxiliary Feedwater Header. This analysis provides Toledo Edison's evaluation that the unreviewed safety question concerns relating to the NRC in a letter dated June 23, 1982 (Log No. 1019) have been adequately addressed. The safety analysis along with previous correspondence /

meetings is being submitted to ensure NRC approval of the auxiliary feedwater system / steam generator modifications prior to entering Mode 1 operation.

This amendment request involves a change of Class III type. Enclosed is a check for $4,000 as requested by 10CFR170.22.
