References (1), (2) and (3) requested that flRR take the lead esponsibility for assessing the technical, safety, and generic aspects of toe damaged steam generators and subsequent repair program. The NRR Action Plan is identified in Task Interface Agreenent 82-20.

The Safety Evaluation Reports for the Davis-Besse and Rancho Seco plants were transnitted to Regions III and V by meno dated Septerter 2,1982.

We have determined that power operation at Oconee 3 can be resumed; however, reexamination of certain critical welds in the retired header systen at the next two refueling outages and the 10-year ISI is being requi red. This inspection requimment is now part of the licensee's ISI pmgram. Our letter to Duke Power Company dated Septenber 29, 1982 authorized the licensee to resume power operation of Oconee 3 based on the staff's safety evaluation of the steam generator repair. A copy of our Safety Evaluation Report for Oconee 3, dated Septenter 29,1982, is enclosed. This completes our planned activities on TIA 82-20.
