Dear Mr. Stolz:

On August 23, 1982, James Keppler, Regional Administrator, Office of Inspection & Enforcement, Region III, sent Toledo Edison a modification to his Confirmatory Action Letter dated August 13, 1982. This modification, in part, restricted the operation of the Davis-Besse Nuclear Power Station, Unit 1, to 1% of rated thermal power until Region III had reviewed the results of the Auxiliary Feedwater Flow Verification and Water Hammer Tests.

This letter is to document that review. Luis Reyes, Section Chief, Project Branch, witnessed the Water Hammer Test and Paul Byron, Region III Inspector, reviewed the results of the Flow Verification Test. The calculation sheet from the Auxiliary Feedwater Flow Test run on 08/25/82 is included as Attachment 1 to this letter.
