.e UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-296 TENNESSE VALLEY AUTHORITY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 51 to Facility Operating License No. DPR-68 issued to the Tennessee Valley Authority (the licensee), which revised Technical Speci-fications for operation of the Browns Ferry Nuclear Plant, Unit 3, located in Limestone County, Alabama. The amendment is effective upon startup of Unit 3 in the fifth fuel cycle.

This amendment changes the Technical Specifications to:

(1) incorporate the limiting conditions for operation during the fifth fuel cycle and (2)

' a)' impose minimum torus water level requirements and drywell differential setpoints (b) reflect changes in safety relief valves (c) reflect. reduced valve closure times for the containment purge system (d) reflect changes to the primary containment isolation valves, (e) impose surveillance requirements on certa 1n valves, (f) impose surveillance and calibration requirements for pipe-break detection circuitry and (g) make administrative changes to the bases for certain technical specifications and to reporting l

l requirements, all reflective of design, equipment and procedural modifications made during the current refueling outage.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations 8204150007 820329 PDR ADOCK 05000296 P

2 in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this snendment.
