TheU.S.NuclearRegulatoryCommission(theCommission)hasissued Amendment No. 69 to Facility Operating License No. OPR-33, Amendment No. 65 to Facility Operating License No.' DPR-52 and Amendu.ent No.~ 41 to Facility Operating License No. DPR-68 issued to -Tennessee Valley Authority (the licensee), which revised Technical Specifications, for operation of the Browns I
Ferry Nuclear Plant, Unit Nos.1, 2 and 3, (the facilityl located in Limestone I
County, Alabama. The amendments are effective as of the date of issuance.
These amendments revise the Environmental Technical Specifications to (1) delete water quality and aquatic monitoring and reporting requirements l
which duplicate those conditions regulated by the Browns Ferry Nuclear Plant's NPDES Permit No. AL0022080 issued to TVA on June 30, 1977 and (2) change the titles in Section 5.0 (Administrative Controls) for the offices within TVA responsible for environmental activities to reflect. recent organizational i
changes.
The application for the amendments complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. TM Commission has made appropriate findings as required by' the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.
Prior public notice of these amendments was not required since the amendments do not involve a significant hazards consideration.

F The Commission has determined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR 151.5(d)(4) an environm ntal impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the.
issuance of these amendments.
